OVERVIEW

Hendall is seeking an experienced Program Director with refugee resettlement, unaccompanied children program subject matter expertise to lead a federal government contract focused on advancing and strengthening the existing training infrastructure, with a specific focus on addressing the continuously evolving training needs of the Unaccompanied Children's Programs (UCP) within the Office of Refugee Resettlement (ORR). UCP is dedicated to providing top-tier training to federal employees, care providers, state and local governments, NGO's, and other entities responsible for the well-being and nurturing of Unaccompanied Children (UC) in ORR's care. This initiative is designed to create an adaptable and innovative training ecosystem that proactively caters to the ever-changing demands of UCP care. Strong communication skills and a track record of providing hands-on management support for highly visible Government programs are essential. Please note this is a full-time, hybrid position that requires the program director to be IN OFFICE on Tuesdays, Wednesdays, and Thursdays.

DUTIES

  • Extensive experience in the management and administration of contracts relevant to technical training development
  • Demonstrated expertise in oversight of all aspects of a project of similar size and scope
  • Provides direction and management for complex projects
  • Provides program oversight and interfaces directly with program personnel to ensure full program results and compliance for quality, service, and budget
  • Provides management and technical direction of projects ensuring maximum effectiveness in the use of resources for the timely completion of projects
  • Possesses significant project management and operations management experience at a senior level
  • Advises senior management, professional staff, contractors, sub-contractors and program representatives concerning program management design, concepts, and requirements

MINIMUM QUALIFICATIONS

  • Minimum Experience: 10 years of experience in management and administration of contracts relevant to technical training development, with Technical ORR UCP experience of 5 years
  • Degree Requirement: Bachelor's degree in a relevant field such as Project Management, Business Administration, or a related discipline. Advanced degree (e.g., Master's) preferred but not mandatory
  • Experience leading communications, outreach, training and technical assistance, or related initiatives
  • Experience managing government contracts in a project manager, program director, or similar role
  • Experience managing, analyzing, and interpreting programmatic data sets
  • Experience ensuring adherence to the requirements of a performance-based contract, including meeting the acceptable quality levels of a quality assurance surveillance plan, and delivering in accordance with a schedule of deliverables
  • Strong attention to detail and ability to work independently in a fast-paced and dynamic environment
  • Ability to communicate clearly and effectively and to establishing and maintaining strong, productive relationships with clients and stakeholders
  • Exceptional oral and written communication skills
