DESCRIPTION OF SERVICES

Our Client requires the services of 1 Software Engineer 3, hereafter referred to as Candidate(s), who meets the general qualifications of Software Engineer 3, Applications/Software Development and the specifications outlined in this document for the Our Client.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Our Client and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Our Client will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Develops software solutions by studying information needs, conferring with users, and studying systems flow, data usage, and work processes. Investigates problem areas. Prepares and installs solutions by determining and designing system specifications, standards, and programming.

This contractor role is for a Senior Java Developer, and they will work on the PCS SCOR EI. This role will be responsible for making updates to the SCOR Java. Updates include changes to business logic, updates to the user interface and business logic as well as extending reporting capabilities and the system data model. Supports application enhancements and defect corrections in maintenance mode. Supports applications in multiple environments with coding testing, peer reviews, documentation, defect root cause analysis, and troubleshooting as required. Maintaining code coverage, testing, and security policies and procedures is required. Available for on-call support as needed. Other duties as assigned and required by the unit operations.

II. CANDIDATE SKILLS AND QUALIFICATIONS

Minimum Requirements:

Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

8 Years Required/Preferred Experience in Object Oriented Programming (OOP) in Java programming language

8 Required Experience in applications development on J2EE platform

8 Required Experience in writing SQL for relational databases

8 Required Experience in RESTful web services on Spring platform

8 Required Experience working on Spring Aspect Oriented Programming like transaction management and security

8 Required Experience in RESTful web services on Spring platform.

8 Required Experience with JUnit and Unit Test development

4 Preferred Experience with Angular UI Framework

4 Preferred Experience with Crystal Reports

4 Preferred

Experience with PowerBI

III. TERMS OF SERVICE

Services are expected to start 10/01/2025 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 2000 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Our Client. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at Austin, Tx 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Our Client will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Our Client.

Renewal Option(s):

Client, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.
