Statement of Work:

To provide Consultant Project Management in support of activities to manage cybersecurity projects identified and sponsored by the Client Chief Information Security Office (CISO). The objective of the projects will be determined at the time the effort is chartered. PM may be assuming an already identified plan or may be required to construct a plan based on requirements gathering and data analysis. This remote and potentially on-site support will report directly into the Enterprise Technology & Strategic Programs section of the Enterprise Program Management Office (EPMO).

Specific Experience:

  • Active or prior security clearance with a federal agency a plus.
  • Knowledge and experience of Cybersecurity Maturity Model Certification (CMMC) a plus.
  • Knowledge and experience of the National Institute of Standards and Technology (NIST) Cybersecurity framework (800-171), a plus.
  • Knowledge and experience running projects using PMI's Project Management framework through Initiating, Planning, Executing, Controlling, and Closing.
  • Strong communication skills, both in expressing and understanding technical and business subjects.

Key Responsibilities:

  1. Follow the client's EPMO project management methodology tailored after the PMI framework through Initiating, Planning, Executing, Controlling, and Closing.
  2. Manage vendor relationships.
  3. Coordinate with key stakeholders to develop Project Charters and work with internal and external SMEs to develop a Rough Order of Magnitude (ROM) for estimated time and cost for identified projects.
  4. Identify project teams and communicate roles & responsibilities.
  5. Act as liaison between functional teams and other business audiences and interface with leadership during the project lifecycle ensuring key requirements have been gathered, scoped, and documented appropriately.
  6. Establish complete and comprehensive Microsoft Project schedules and re-plan existing schedules, which will need to be approved and baselined, to include at a minimum:
    1. Appropriate level of work activities
    2. Proper LOEs/durations
    3. Resource assignments
    4. Dependencies (both within the project and those things that are dependent externally or to other projects)
  7. Proactively perform analysis on the plan to ensure scope, time, and cost are being managed appropriately and provide options and recommendations for mitigating negative variances.
  8. Recommend and take action to direct the analysis and resolution of problems.
  9. Adhere to project change management processes around scope, cost, and time.
  10. Develop other project management plans as needed.
  11. Provide and facilitate excellent/robust communication; establish and facilitate effective meetings with clear objectives; document/distribute meeting minutes and open/completed action items.
  12. Proactively identify and document risks and work with stakeholders to devise mitigation plans.
  13. Proactively identify, document, assign, and validate Assumptions, Issues, and Decisions.
  14. Monitor and track open actions until closure.
  15. Provide a weekly status report of progress to the EPMO Portfolio Lead and key Stakeholders that includes:
    1. Work accomplished last reporting period
    2. Work to be accomplished this reporting period
    3. List of milestones with their completion dates and % complete
    4. List of risks, issues, and decisions
  16. Gather and document lessons learned and develop a final closure report upon completion of the project.
  17. This support may include other tasks as requested by the EPMO Portfolio Lead and will be directed to the Consultant Project Manager.

Other:

  • Direction: This position will report to and take direction from the EPMO Portfolio Lead for which the project belongs, including them on key status meetings for awareness.
  • Deliverables: Ensure adherence to quality standards and reviews of project deliverables in accordance with the EPMO governance practices. All project deliverables will be provided to the EPMO Portfolio Lead for review and acceptance before being considered complete.
  • Timesheets. The Consultant Project Manager shall submit on Mondays for the prior week an itemized timesheet (template will be provided). The timesheet must show daily hours worked and include a short description of what those hours were spent supporting.
  • Financial Reporting. The Subcontractor shall provide a monthly Budget versus Actuals report and a Forecast for the remaining months. In addition, the Subcontractor shall provide a notification when 75% of the funding has been expended.
