Job Description:
Role: Business Systems Analyst
Location: Sacramento, CA(Hybrid)/Need locals with state client experience
Overview:
The Business Systems Analyst (BSA) will provide comprehensive project, technical, and functional support for large-scale IT initiatives within Healthcare Insurance Programs. The ideal candidate will have a strong background in delivering high-quality business and technical analysis in complex enterprise environments, utilizing SDLC and Agile methodologies to guide system design, development, and implementation.
Key Responsibilities:
  • Analyze, document, and translate business requirements into detailed technical specifications to support system design and development.
  • Collaborate with cross-functional teams including developers, architects, testers, and business stakeholders to ensure requirements alignment and solution quality.
  • Facilitate and participate in Joint Application Design (JAD) sessions to identify system gaps, define new requirements, and support change control activities.
  • Conduct business process mapping, gap analysis, and cost-benefit evaluations to recommend effective solutions.
  • Support and participate in System Testing and User Acceptance Testing (UAT), ensuring end-to-end traceability of requirements using tools such as HP ALM, Jira, or similar.
  • Contribute to change management efforts by developing and executing communication, training, and implementation plans for technical and organizational changes.
  • Analyze data and prepare reports to support business decision-making and monitor system performance.
  • Apply knowledge of State Welfare Medi-Cal projects, SAWS, or similar eligibility and health insurance systems to ensure compliance with relevant policies and procedures.
  • Participate in Agile ceremonies including sprint planning, backlog grooming, and retrospectives to support continuous delivery and process improvement.
  • Prepare comprehensive documentation, including Business Requirement Documents (BRDs), Functional Requirement Documents (FRDs), and System Design Specifications.

  • Strong analytical and problem-solving skills with excellent attention to detail.
  • Effective communication and facilitation abilities for engaging diverse stakeholders.
  • Demonstrated ability to manage multiple priorities and meet project deadlines.
  • Proficiency with requirements management and documentation tools.
  • Understanding of healthcare, eligibility processes, and data integration principles.
Education:
  • Bachelor s degree in Computer Science, Information Systems, Business Administration, or a related field.
  • An equivalent combination of education and experience may be considered.
