About the position
San Joaquin County is seeking an experienced and innovative information systems
professional to serve as the County s Information Systems Director/Chief Information Officer.
The Information Systems Director provides leadership for the County on all matters involving
County information technology, including communications systems, and directs the activities
of the Information Systems Division. Technology has become an essential part of every aspect
of County Governance and the Information Systems Director will advise County leadership on
the overall direction, strategy, policy, and allocation of information technology resources.
The ideal Candidate
The ideal Information Systems Director candidate should demonstrate excellent leadership
and management skills and possess expert knowledge of all the latest information systems
technology trends. Especially key is experience in and understanding of the complex and
intricate nature of government technology and infrastructure needs. An ideal candidate will
also possess experience developing and managing a large departmental budget. A Master s
Degree and seven years of administrative or management experience in an information
technology environment is desirable.
About the department
The San Joaquin County Information Systems Division is a division of the County
Administrators Office. The mission of ISD is to support technology solutions that create
opportunities to transform the way service is brought to the public through leading,
integrating, partnering, educating, consulting, and supporting.
Typical Duties

• Provides leadership and coordination in all matters involving County information technology and innovation.
• Advises the County Administrator on overall County information technology direction, strategy, policies, and allocation of County information technology resource
• Coordinates with distributed Information Technology staff throughout the County to provide Information Technology Services to staff, local agencies, and the public.
• Participates in the development of procedures, forms and work methods; conducts or participates in a variety of special departmental projects and prepares appropriate reports.
• Recommends priorities for use of existing, centralized information technology resources and acquisition or development of new information technology resources to the County Administrator.
• Directs the preparation and administration of the annual budget for the Information Systems Division, and ensures that budget expenditures conform with approved funding.
• Stays informed of industry-leading best practices, developments, and future trends in technology. Directs the County's information technology planning process, identifies opportunities for operational efficiency, and manages the County's implementation of automation and generative AI tools and workflows. Leads the development and regular updating of a Business Impact Analysis and countywide Information Security Policies.
Desirable Qualifications
Education: Graduation from an accredited college or university with a Master’s Degree in computer science, public or business administration, or a closely related field.
Experience: Seven years of administrative or management work experience in a full-service information technology environment with at least five years with responsibility for development, management, and utilization of all types of information technology resources.
