General Statement of Duties

Closing Date: This position closes on Monday, November 3, 2025.

Performs professional engineering work in the field and in the office for an assigned department; monitors and inspects assigned projects to ensure the completion of projects in compliance with all contract specifications and applicable local, state, and federal laws; reviews plans, permits and contracts; does related work as required.

Essential Duties

The primary duties of the Review Engineer position require office and field work including, but not limited to, performing construction plan review for compliance with road and drainage design standards, the Virginia Erosion and Stormwater Management Regulations, the Chesapeake Bay Preservation Act Regulations, and the Virginia Pollutant Discharge Elimination System (VPDES). The position also involves database management, working with the County's Geographic Information System (GIS), and both verbal and written communication with staff, citizens, developers, and engineers.

This Review Engineer position requires:
  • Considerable knowledge of civil engineering principles and practices as it relates to the assigned position and department
  • Good knowledge of legal, administrative, and technical aspects of applicable local, state and federal codes and referenced standards
  • Ability to plan, design and prepare related estimates and specifications
  • Ability to prepare and review plans
  • Sound working knowledge of methods and practices used in civil engineering, inspection and construction of County infrastructure projects for assigned department
  • Ability to make complex civil engineering calculations
  • Knowledge of environmental impacts, relevant to storm water management, and erosion control principles and practices, as applied to the construction of County infrastructure projects
  • Ability to create and review complex construction documents, designs and proposals for costs, design requirements and compatibility (compliance) with County standards, guides, and applicable local, state, and federal requirements
  • Ability to accurately and consistently interpret and apply complex regulations and policies
  • Ability to multitask and effectively manage competing priorities
  • Ability to research, collect and maintain data, consider and weigh a variety of factors in making decisions or recommendations
  • Ability to lead, manage and partner effectively
  • Ability to express ideas clearly and concisely, orally and in writing to diverse audiences of stakeholders including but not limited to County Officials, County employees at all levels, engineers, developers, contractors, landowners, and citizens
  • Good supervisory skills including the ability to effectively manage workloads, projects and to foster and maintain high morale and engagement

Minimum Qualifications

Possession of a four (4) year degree in a relevant recognized field of engineering from an ABET accredited engineering program and two (2) years of related professional experience in engineering; OR; any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities.

A criminal history record check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment, or a conditional offer to promote, demote, or laterally transfer an employee.

Requires possession of a valid driver's license issued by the Commonwealth of Virginia.

May require annual audio test or other job related physical testing as required by assigned position or department.

This position will be subject to emergency work during inclement weather.

Positions from this posting may be filled as an Engineer II or I depending on the qualifications of the successful applicant and the needs of the organization at the time of hire.

For an Engineer II ($82,943 - $152,578): Possession of a four (4) year degree in a relevant recognized field of engineering from an ABET accredited engineering program and two (2) years of related professional experience in engineering; OR; any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities.

For an Engineer I ($75,519 - $138,921): Possession of a four (4) year degree in a relevant recognized field of engineering from an ABET accredited engineering program; OR; Previous relevant professional experience in engineering preferred. Any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities.
