Job Title: Senior Project Manager

Location: Towson, Maryland 21204

Duration: 12 - Months Approx.

Position Overview:

Seeking a highly experienced Senior Project Manager to oversee the planning, execution, and completion of complex Public Safety technology initiatives (e.g., Police, Fire, 911, Corrections). The selected candidate will work closely with OIT leadership, stakeholders, and external partners to ensure successful delivery of projects that are high-profile, time-sensitive, and mission-critical.

This role requires strong project management experience, technical acumen, exceptional communication skills, and a proven track record of delivering results in the Public Safety domain.

Key Responsibilities:

  • Lead and manage multiple Public Safety technology projects aligned with County and OIT priorities.
  • Provide full project life cycle oversight (initiation through closure) for software, hardware, and business process implementation initiatives.
  • Track and monitor project progress, risks, and issues; develop and execute mitigation strategies.
  • Ensure projects are delivered on time, within scope, and on budget.
  • Maintain clear project documentation in accordance with PMI standards and SDLC practices.
  • Define project deliverables, milestones, and acceptance criteria.
  • Communicate project status and key updates through professional reports and executive presentations.
  • Facilitate meetings, develop agendas, and prepare supporting materials.
  • Foster collaboration across technical teams, business units, vendors, and stakeholders.
  • Recommend and implement process improvements to enhance project outcomes and reduce operational costs.

Minimum Qualifications:

Candidates must meet or exceed all the following qualifications to be considered:

Education/Experience:

  • Bachelor s degree in a relevant field or equivalent professional experience.
  • Minimum of 7 years of experience managing large, high-profile projects, preferably in the Public Safety domain.

Certifications:

  • Active Project Management Professional (PMP) certification from the Project Management Institute (PMI) (required).
  • PMI Program, Portfolio, or Agile certifications are also acceptable.

Technical & Methodological Expertise:

  • Demonstrated experience managing business process improvement and technology implementation projects.
  • Proficient in both Waterfall and Agile project management methodologies.
  • Skilled in using Microsoft Project, Excel, and Word for planning and reporting.
  • Solid understanding of Systems Development Life Cycle (SDLC) practices and standards.

Communication & Leadership Skills:

  • Exceptional organizational, coordination, and time management capabilities.
  • Excellent written and verbal communication skills, including experience delivering executive-level presentations.
  • Proven ability to lead cross-functional teams and engage effectively with diverse stakeholders.

Compensation for roles at Beacon Systems Inc depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, BeaconGov provides reasonable range of compensation for this role.
