Job Description

The project we are seeking a resource for is:

  • The Minnesota Department of Information Technology Services (MNIT), in partnership with the Minnesota Professional Educator Licensing and Standards Board (PELSB), is seeking one full-time resource to support the Educator Licensing System.
  • PELSB is looking to make the Educators System fully integrated with all the applicable components, which today function as independent systems, some of which are reaching the end of their shelf life due to outdated technology.
  • The disjointedness of the various components has made the overall Educator Licensing System ineffective and cumbersome to maintain, as well as made usability with the public difficult.
  • Currently, we're digitalizing our application process as well as procedures for software architecture, development, DevOps, QA, etc., so that we can increase automation, efficiency, security, scalability, and supportability.
  • This applies to the Educator Licensing application, where some of the paper application process is digitalized, integrating functionality from other legacy applications to build a platform that provides digitalized options to apply, renew, and ensure an educator license.
  • We're transitioning from Legacy technology like SQL Server to Microsoft Azure Cloud-based solutions.
  • We are enhancing our applications to the latest versions of Grails, Java, and Tomcat frameworks, and will continue to do so.
  • We're looking for a software developer who will be able to assist with the above modernization work.

At a high level, the resource will assist the State in modernizing, consolidating, and enhancing the Educator Licensing System by:

  • Digitizing the paper application process and developing similar functionality in the Educator Licensing System.
  • Supporting multiple license application processing and issuing
  • Port functionality from the CEL first-time application to the Educator system
  • Providing online services for all application types and permission requests that were not implemented in the current Educators' system
  • Eliminating or greatly reducing paper processing

MNIT is seeking a Java Legacy Developer., the candidate must meet the following qualifications:

Four (4) years of experience developing applications for one or more of the following technology stacks:

  • Java
  • Struts
  • JSF (Java Server Faces)
  • JavaScript
  • Spring
  • SpringBoot
  • Spring MVC
  • Hibernate
  • Restful APIs
  • SQL/T-SQL
  • MS SQL Server
  • Azure/Cloud Experience
  • Docker
  • One (1) year of experience using remote collaboration tools such as: Microsoft Teams, Skype, SharePoint, etc.
  • Strong communication skills
  • Strong problem-solving skills
