TITLE: Exceptional Children's Data Analyst and Compliance Specialist (12 Months-State Teacher Pay)

FLSA STATUS: Exempt

QUALIFICATIONS: Master's level degree in Education from an accredited institution with certification in Special Education or a combination of years of specialized experience with a Bachelor's degree.
  • Minimum 3 years successful teaching experience in Special Education and minimum 3 years EC compliance-related or EC Case Teacher experience.
  • North Carolina Teaching License
  • Expert knowledge in the interpretation of educational data.
  • Specialized training and experience in Special Ed. compliance, regulations, and law.
  • Exemplary leadership, interpersonal and problem-solving skills.
  • Exemplary communication skills (oral and written).
  • Exemplary technology skills.

JOB GOAL:

DUTIES AND RESPONSIBILITIES:
  • Verifies data and submits EC Child Count (April 1 & December 1).
  • Conducts ongoing activities to ensure preparation, attainment & accuracy of each EC Child Count.
  • Verifies data and submits Indicator 11.
  • Conducts ongoing activities to ensure preparation, compliance & validity of Indicator 11.
  • Builds real-time data file management structures which include formulas to calculate various data points for use with tracking and analyzing Indicators.
  • Analyzes each school's and the LEA's data regarding Indicator 11, Child Count, timelines, compliance, etc., and works to promote compliance in all areas.
  • Serves as a team member for Indicator 11 data & trends meetings, provides the admin with Indicator 11 status, and works to promote growth in timely placement.
  • Verifies data and submits EC Exit Count (September).
  • Assists with the distribution of Indicator 8.
  • Provides data for the EC team to conduct & complete Indicator 14.
  • Develops forms for use in the notification of key data points.
  • Receives verifies and/or enters data into various systems.
  • Submits funding requests for Charter School transfers and maintains data logs.
  • Communicates with schools through phone conferences, meetings, and correspondence.
  • Builds and/or provides data reports as needed or requested.
  • Serves as the Lead Contact with the current EC Data management system; distributes information, acts as a liaison between NCDPI & other school systems for management of EC records & data, etc.
  • Assigns roles and responsibilities within the EC Data Management system.
  • Provides training (train the trainer model) and support for EC data management systems.
  • Submits & follows up on tickets to the EC Data management system to correct various errors, issues, site-related concerns, etc.
  • Troubleshoots errors with student record data and works closely with other departments (ex. PowerSchool) to ensure the correction of data.
  • Conducts ongoing activities to ensure the correctness of all data in the EC Data Management system.
  • Provides training, support, and guidance to EC Data Managers and collaborates with them to ensure accuracy in reporting for Child Count, Indicators, records data, etc.
  • Delegates tasks to various departments and team members as needed.
  • Serves as a connection between various departments (ex. EL/ESL; Data & Accountability; PowerSchool; IT; etc.) and provides necessary data.
  • Serves as Postmaster for the EC Department. Submits new accounts, account changes, email distribution list changes, security group changes, etc.
  • Develops and/or assists in the development of EC Compliance Materials & Process Guides.
  • Serves as Compliance Team member and participates in compliance team activities.
  • Provides or assists in providing EC Compliance Professional Development(PLC) &
  • Maintains database of local EC Compliance process and guidance documents.
  • Reviews EC records for compliance & analyze for trends.
  • Serves as a Compliance Monitor for specific schools as assigned.
  • Participates in local EC Compliance Audits and statewide upon request.
  • Stays abreast of current trends in EC, Special Ed. law, changes, compliance, etc.
  • Attends professional development opportunities.
  • Serves on various committees to include the EC Leadership Team and participates in various EC program functions (ex. VSA, PAC).

  • Performs other duties and accepts responsibilities as assigned.

PHYSICAL REQUIREMENTS:
  • Must be able to communicate orally and in writing with parents, staff, and community leaders.
  • Must have finger dexterity and be able to physically perform the basic life operational functions of kneeling, sitting, standing, walking, stooping, reaching, lifting, pushing, pulling, talking, seeing, hearing, and repetitive motion.
