Job Details
Job Title: Cost Allocation Consultant (Medicaid CAP)
Location: Remote (Must report onsite for four days of training)
Duration: At least 3 Years from projected start date
Job Summary:
We are seeking a qualified Cost Allocation Consultant to support and enhance Medicaid-related Cost Allocation Plan (CAP) processes. The selected contractor will assist with plan review, compliance, training, software updates, and strategies for maximizing federal reimbursements. This role requires strong expertise in Medicaid cost allocation principles, federal regulations, and AlloCAP software.
Key Responsibilities:
- Review annual and periodic Cost Allocation Plan (CAP) submissions to ensure compliance with federal regulations; draft narrative edits and recommendations.
- Identify opportunities to increase federal funding, including necessary software configuration changes.
- Support the calculation of cost impacts due to CAP modifications or regulatory changes.
- Assist financial leadership with responses to inquiries from CMS and Cost Allocation Services.
- Provide on-site training (minimum of 4 hours annually) on current Medicaid cost allocation principles.
- Advise senior leadership on cost allocation and federal administrative claiming principles for new or existing programs.
- Perform updates and optimizations to AlloCAP software to enhance its usability and improve issue detection.
- Update AlloCAP configurations to maintain compatibility with administrative systems such as, SPAHRS, and Workday.
Required Experience:
- 5+ years of experience with Medicaid Cost Allocation Plan (CAP) methodologies and applications.
- Expertise in federal administrative cost claiming and related compliance areas.
- Strong knowledge of relevant federal regulations, including:
- 2 CFR Part 200 Uniform Administrative Requirements
- Federal Cost Principles
- Audit Requirements for Federal Awards
- Hands-on experience with AlloCAP software, including setup, updates, and troubleshooting.
- Familiarity with state administrative systems like MAGIC, SPAHRS, and Workday (preferred).
Desired Skills:
- Strong analytical, problem-solving, and written communication skills.
- Ability to clearly explain complex federal regulations to non-technical stakeholders.
- Keen attention to detail and deep understanding of Medicaid-specific CAP processes.
- Experience working with state agencies, especially in Medicaid or similar government programs.
