About the Role:
The Texas Health and Human Services Commission (HHSC) is seeking a highly experienced and visionary Geospatial Leader to serve as the ArcGIS Geospatial Architect & Governance Lead. This is a high-impact, long-term role critical to transforming data analytics for the Medicaid and CHIP programs. You will be the senior technical authority and strategic lead, responsible for designing, governing, and advancing the enterprise GIS architecture that supports vital public health initiatives. The ideal candidate is a hands-on architect with a proven track record in cloud-based GIS solutions, robust data governance, and leading complex geospatial initiatives within a government or health services environment.
Key Responsibilities:
- Geospatial Architecture & Strategy:
- Design, implement, and oversee the enterprise ArcGIS architecture, ensuring scalability, security, and alignment with HHSC's business objectives.
- Lead the migration, deployment, and management of ArcGIS in a cloud environment (e.g., Azure/AWS).
- Architect and manage complex SQL Server Geodatabases, ensuring optimal performance and integrity.
- Evaluate and integrate emerging technologies, such as GeoAI/ML and Snowflake data integrations, to enhance analytical capabilities.
- Data Governance & Stewardship:
- Establish and enforce geospatial data governance frameworks, standards, and best practices.
- Develop and maintain metadata standards, ensuring data quality, consistency, and compliance.
- Lead data quality assurance (QA) and validation processes for all geospatial data products.
- Technical Leadership & Development:
- Serve as the subject matter expert on the Esri ArcGIS platform (ArcGIS Pro, Enterprise, Online) for spatial analysis, web mapping, and database management.
- Develop advanced Python scripts and SQL queries for automating geoprocessing, data management, and analytical workflows.
- Provide technical guidance and mentorship to GIS analysts and developers.
- Stakeholder Management & Agile Delivery:
- Collaborate closely with business stakeholders, data analysts, and IT teams to translate public health requirements into effective geospatial solutions.
- Lead GIS initiatives within an Agile/Scrum framework, ensuring timely delivery of high-value features.
Required Qualifications:
- 15+ years of progressive experience in Geographic Information Systems (GIS).
- 5+ years in a senior GIS Architect or Technical Lead role, with demonstrated experience in cloud-based government or healthcare solutions.
- Expert-level proficiency with the Esri ArcGIS suite, including ArcGIS Pro, ArcGIS Enterprise/Online, geodatabase management, spatial analysis, and web mapping.
- Deep, hands-on experience with SQL Server Geodatabases, including schema design, performance tuning, and replication.
- Strong programming skills in Python for geospatial automation and advanced SQL for spatial querying.
- Proven experience in establishing geospatial data governance, metadata standards, and QA/QC processes.
- Exceptional stakeholder management and communication skills, with the ability to lead technical discussions with non-technical audiences.
- Experience working in an Agile/Scrum development environment.
Preferred Qualifications (Nice-to-Have):
- Direct experience with Medicaid, CHIP, or public health data and analytics.
- Professional GIS certifications (GISP, Esri Technical Certifications).
- Experience with GeoAI/Machine Learning applications for spatial data.
- Knowledge of integrating GIS with cloud data warehouses like Snowflake.
- Experience developing custom web GIS applications using JavaScript APIs.
