Job Details

Contractor Type: 12 months contract

Location: Hybrid (City of Akron, OH, with remote flexibility)

Client : City of Akron

Required Qualifications

Minimum 2 years of professional experience in data analysis, preferably in public safety or oversight settings.

Demonstrated proficiency with Python, PowerBI, and PowerBI.

Experience working with unstructured data and text extraction techniques.

Understanding of issues related to implicit bias and equity in public safety data.

Strong communication and documentation skills.

Familiarity with civilian oversight practices and police accountability is preferred

Data Acquisition and Processing

Collect and extract data from APD use-of-force reports, investigations, and incident documents.

Design and implement automated ETL (Extract, Transform, Load) pipelines using Python.

Apply OCR and text-extraction techniques (e.g., PyPDF2, Tesseract) for unstructured or scanned documents.

B. Database and Schema Management

Propose, create, and maintain internal database schemas aligned with OIPA data standards.

Perform database updates and quality assurance validations.

Maintain a structured and scalable system for secure data storage and retrieval.

C. Data Analysis and Visualization

Conduct exploratory and statistical analyses on law enforcement data.

Generate visualizations using PowerBI and Flourish to illustrate findings.

Support production of quarterly and annual public reports, including metrics on demographics, outcomes, and trends.

D. Documentation and Reporting

Maintain detailed internal documentation for all datasets, processes, and tools.

Provide annotated scripts and metadata to support transparency and reproducibility.

Collaborate with OIPA staff to define and refine key performance metrics.

E. Community Engagement and Team Participation

Attend quarterly community meetings and document key data-related inquiries or insights.

Participate in training, strategy sessions, and interdisciplinary discussions with OIPA and the Citizens Police Oversight Board (CPOB).
