ECS is seeking a Program Operations Lead to work in our Arlington, VA office.

ECS is seeking a Program Operations Lead to support a Cyber Security Program in support of our National Security client. The scope of the program includes a broad range of cybersecurity technical and engineering consulting services across a diverse portfolio of Cybersecurity programs. This position is primarily remote with ah-hoc in-person days in Ballston, VA (Arlington). In this role, you will support the Program Manager and Deputy Program Manager in the program operations (financials, staffing, resource management, etc.) the day-to-day activities for implementing and managing a program, for a 90+ management and cyber security professionals in the delivery of management consulting services.

We are seeking an energetic and accomplished professional, with experience successfully managing the operations of cyber programs, particularly in the Federal space.

The Program Operations Lead will support all aspects of program start-up and program delivery, with regards to the operational management of the program team consisting of ECS employees, subcontractor staff, and expert product consultants. This role will also support the program leadership team in successful execution of all technical, schedule, cost, and quality performance of this program.

Responsibilities include:
  • Establishing and maintaining program-level artifacts to achieve consistent and quality delivery services
  • Ensuring compliance with all Task Order requirements (including tasks + deliverables)
  • Coordinate resources for day-to-day task execution and delivery; identify and remove impediments and obstacles; and ensure all quality standards and processes are followed to ensure the overall scope, cost, business and technical requirements are understood, implemented and effectively executed
  • Establishing and maintaining relationships with our contracting officer representative(s), partners and ECS team members and employees to achieve optimal business outcomes


Required Skills

  • 5+ years of progressive and broad Project Operations experience inclusive of:
    • Proven knowledge and experience in managing project operations and financials in support of Federal government customers
    • Demonstrated success managing cross-functional, matrixed teams to effectively achieve project outcomes in a dynamic environment
    • Experience successfully starting and managing high visibility, high impact Cyber Security projects
  • Experience with risk management, issue resolution, problem solving, and customer service.
  • Superior interpersonal, communication, presentation, and writing skills.
  • Expertise working directly with executive and senior-level federal clients
  • Proven ability to effectively manage multiple work streams, competing requirements and multiple schedules
  • A demonstrated aptitude for complex problem solving


Desired Skills

  • PMP
  • Certified Information Systems Security Professional (CISSP) Certification
  • Experience as a Scrum Master
  • Experience managing DHS Programs
