Software Guidance & Assistance, Inc., (SGA), is searching for an IT Program / Risk Manager - Data Center Migrations & Trade Floor Buildouts for a contract assignment with one of our premier financial services clients in New York City or Dallas, TX. Hybrid: Requires 3-4 days/week in the office .
The IT Program / Risk Manager will lead large-scale infrastructure and facilities transformation initiatives, including data center exit/migration and the buildout of new trading and office spaces. This is a senior-level role requiring 10+ years of experience, ideally within large global banks or large-scale financial institutions only.
You will own program governance, cross-workstream coordination, risk/RAID management, and senior-level technology representation at steering committees. This person must be able to step in immediately and run a complex, multi-workstream program that has significant technology, business, and facilities interdependencies.

Responsibilities :
- Lead enterprise-scale IT programs involving:
- Data center exits and migrations to new colocation facilities
- Trade floor buildouts for front-office/trading, including critical infrastructure, networking, voice, and market data
- Corporate office buildouts for business and support functions
- Simultaneous buildout of two new sites: Midtown NYC and Dallas
- Oversee and govern five major IT workstreams, ensuring alignment, identifying interdependencies, and resolving conflicts.
- Develop and implement robust IT program governance frameworks (status reporting, RAID logs, communication plans, risk controls, etc.).
- Prepare and deliver steerco decks for C-suite and senior technology leadership.
- Represent Technology in executive and steering committee forums, ensuring issues, risks, and decisions are clearly articulated.
- Partner cross-functionally with Facilities, Real Estate, Security, Networking, Infrastructure, Desktop/End-User teams, Trading, and Business leaders.
- Drive vendor coordination, schedule management, critical path analysis, and readiness for migration cutovers.
- Ensure adherence to technology risk controls, compliance, and regulatory expectations.
- Manage budgets, forecasts, resourcing plans, and project financial governance.
Required Skills:
- 10+ years of IT Program Management experience within large, global banks or tier-1 financial institutions.
- Program Manager experience with the following:
- Full life-cycle Trade Floor buildouts (front office / trading environments).
- Large-scale Data Center Migration / Data Center Exit experience - ideally multi-site or colocation migrations.
- Experience delivering office buildouts (real estate, new sites, corporate floors, end-user tech).
- Strong experience managing 5+ concurrent technology workstreams.
- Demonstrated ability to present at Steering Committees (steerco) and represent IT at senior executive levels.
- Expertise establishing robust program governance, RAID management, and cross-stream dependency controls.
- Experience with technology risk management and regulatory expectations.
- Ability to "hit the ground running" and take ownership of an urgent, high-impact program.
Preferred Skills:
- Experience with market data, trading technology, voice trading turrets, networking for front-office environments.
- Prior experience with real estate, facilities, and construction partners.
- PMP, PgMP, or equivalent certifications.
