Title: VDOT IT Strategist 4 - FinOps Program Lead
Location: Richmond, VA
Work Type: Hybrid
Duration: Long-term Contract
Key Responsibilities:
Cloud Cost Optimization
- Partner with I&O, DevOps, and Product teams to analyze and optimize cloud resource utilization (e.g., Azure).
- Identify and drive cost-saving opportunities, including right-sizing, Reserved Instances, and Savings Plans.
- Establish and enforce tagging standards, allocation policies, and spend limits to support cost accountability.
Financial Planning & Analysis
- Build and maintain detailed cloud cost forecasts based on growth trends, utilization metrics, and development pipelines.
- Align cloud spending with VDOT s agency-wide budget and strategic objectives in coordination with ITD Finance.
- Develop and maintain dashboards to track cloud spend against budget and forecasts.
Cross-functional Collaboration
- Coordinate with Enterprise Architecture, engineering, and product teams to ensure efficient budgeting for new initiatives.
- Provide actionable insights and recommendations on cloud spend trends, cost anomalies, and risks to leadership.
- Lead or support stakeholder education efforts on FinOps best practices and frameworks.
- Design and implement Cloud Product COGS calculators to inform pricing and packaging strategies.
Reporting & Governance
- Implement automation tools and processes for real-time cloud cost reporting and alerting.
- Define and track KPIs and benchmarks for long-term cloud cost efficiency.
- Ensure adherence to internal financial controls and external regulatory compliance requirements.
Required Experience:
- Minimum of 8+ years in a Finance, FP&A, or related role.
- At least 3 4 years in a cloud finance or cloud operations role, preferably in a SaaS or cloud-native environment.
Qualifications:
- Proven experience implementing cloud cost analytics frameworks by product.
- Strong understanding of major cloud platforms (Azure, AWS, Google Cloud Platform) and their pricing models.
- Proficiency in financial modeling, forecasting, and cost analysis.
- Hands-on experience with cloud cost management tools (e.g., CloudHealth, AWS Cost Explorer, Spot).
- Working knowledge of FinOps principles, lifecycle, and governance.
- Strong analytical skills with a proactive, detail-oriented approach to problem-solving.
- Basic scripting skills (Python, SQL) are a plus but not mandatory.
Education:
- Bachelor s degree in Finance, Accounting, Computer Science, or a related discipline.
