About the Role

  • Hands-on senior contributor role requiring leadership of data programs, initiatives, or teams.
  • Establish a robust, scalable, and accessible data practice for the State of Connecticut.
  • Strategize, maintain, and expand data structures (pipelines, databases, dashboards).
  • Build sustainable data practices for government-wide optimization and ethical data use.
  • Guide teams in leveraging data to improve user journeys and foster a data-driven culture.
  • Ensure integrity, uptime, and accessibility of data technology.
  • Requires deep understanding of:
    • Data modeling
    • User research
    • Data analysis
    • Visualizations
    • Strategic application of data
  • Heavy emphasis on:
    • First-party/transactional data
    • Google Analytics, Google Search Console, CMS platforms
  • Full stack data position: Must have both hands-on technical experience and strategic leadership experience.

Key Responsibilities

Data Strategy and Leadership

  • Lead development and execution of the state s data practice.
  • Identify opportunities for ML, NLP, and AI-assisted analytics.
  • Mentor non-technical teams on data-driven decision-making.

Analysis and Measurement

  • Collect and analyze complex data sets.
  • Present findings in clear, visually engaging formats.
  • Create reports, dashboards, and presentations.
  • Develop statewide data maturity and impact measurement frameworks.

Technical Maintenance and Expansion

  • Establish enterprise data architecture standards.
  • Maintain and optimize pipelines, databases, dashboards.
  • Design new data-driven solutions using AI and analytics.
  • Oversee EETL TL processes and scale data systems.

User Engagement and Enablement

  • Design training programs for non-technical teams.
  • Develop KPIs and frameworks for measuring impact.
  • Facilitate workshops and program updates.

Cross-Functional Collaboration

  • Partner with leadership and IT teams.
  • Act as liaison between technical teams and business stakeholders.

Experience Required

Data Collection & Analysis (3+ years)

  • Analyzing user data (Google Analytics emphasis).
  • Predictive analysis, gap analysis, quantitative reporting.
  • Crafting compelling presentations (Power BI dashboards).
  • Data cleansing, ETL, user surveys, ROI analysis.

Technical Expertise (3+ years)

  • Managing pipelines, ETL, databases (SQL, Power BI, Azure Data Lake).
  • Proficiency in Python or R.
  • Experience with modern data stack (Synapse, Databricks, Snowflake, Airflow).
  • Data modeling, governance, quality best practices.
  • BI tools (Tableau, Power BI).
  • Handling structured/unstructured big data.

Strategy, Communications, and Governance (3+ years)

  • Led a data function or practice.
  • Presented insights and strategies to leadership.
  • Developed data practices including strategy, training, and tools.
  • Training non-technical teams.
  • Competitor research, market trend analysis.
  • KPI establishment, standardized testing, confidentiality.
