SCOPE OF WORK

Purpose and Description of Services

The California Conservation Corps (CCC) is seeking a Contractor to provide two Senior Project Managers to support the governance, project planning, project execution, and project implementation for the California Conservation Corps' strategic priorities aligned along five strategic trails:

Corps for All

Access for All

Dynamic Paths

Tomorrow's Corps Today

Better Place to Work

The services shall include:

One Senior Project Manager (PM) shall manage Corps for All, Access for All; and one Senior PM shall manage Dynamic Paths, Tomorrow's Corps Today, and A Better Place To Work. The Senior PMs shall be responsible for providing project management services to complete each strategic trail through full transformation.

The trails are further described as:

  • Corps for All - CCC and the Corps movement should reflect the diversity within California and of the communities we serve.
  • Access for All - The CCC is committed to delivering access to our program's benefits to every Californian.
  • Dynamic Paths establishing education and training pipelines to prepare young adults for meaningful careers.
  • Tomorrow's Corps Today - anticipating, identifying, and preparing for emerging trends in conservation, climate action, and workforce development.
  • Better Place to Work - expanding public awareness and fostering a culture where the CCC is a competitive and compassionate employer.

Both Senior PMs will collaborate and work directly with California Conservation Corps(CCC) Executive Leadership and stakeholders.

Proposer Minimum Qualifications

Proposers must meet all of the following Minimum Qualifications (MQ) and submit the required Attachments and all documents (i.e. resumes, active certifications, and degrees) that clearly explain and substantiate how the particular Minimum Qualification is met to be considered responsive. Proposers must receive a "Pass" for the Minimum Qualifications to have the remaining Technical Proposal evaluated. If the Proposer did not receive a "Pass" for the Minimum Qualifications the Proposal is considered non-responsive and is therefore disqualified

Proposer Firm Minimum Qualifications (FMQs)

The Proposer must complete and submit as part of the Proposal, Attachment 15, Firm Qualifications to confirm that the Proposer Firm experience meets all the qualifications indicated below.

  • The Firm (or subcontractor) must have a minimum five years' experience, within the last 15 years, supporting government agencies with total allocated annual budgets of $150 million (FY2024-2025 equivalent) in each of the following categories: project management and governance. See the Standard Agreement, Exhibit A, Scope of Work for a complete description of services.
  • The Firm shall be headquartered within the United States.

The Proposer must identify two Key Staff (Senior Project Managers) who will be assigned to perform services for this agreement. Each proposed Key Staff must meet each Key Staff Minimum Requirement for the designated role individually.

The Proposer must complete Attachment 16, Key Staff Qualifications for the proposed Senior Project Managers and provide resumes, active certifications, and degrees for each key staff to validate key staff qualifications. For the purpose of assessing KSMQs, one year of experience is defined as 52 weeks of full-time work (40 hours per week).

  • Each Senior PM shall have a bachelor's degree and a valid and current
  • Project Management Professional (PMP) Certification from the Project Management Institute (PMI). The PMP Certification may not be substituted.
  • A copy of the degree and certificate must be provided. Additional qualifying experience may be substituted for the required education on a year-to-year basis. Four years of documented project management experience can be substituted for a bachelor's degree.
  • The substituted experience must be in addition to the required years of experience. Example: If the experience requirement is two years, and the individual is substituting four years of experience in lieu a bachelor's degree, a total of six years of experience is required.

Each Senior PM shall have a minimum of two years' experience, within the last 10 years, in developing project management tools, templates and policies and procedures.

The Senior PM for Corps for All, Access for All must have a minimum of two years' project management experience, within the last 10 years, working on projects with at least a $ 500,000.00 budget for government agencies (at least $150 million department annual budget) with experience in workforce development and policy, and performance management. At least 1 year of this experience must have been in a lead capacity.

The Senior PM for Dynamic Paths, Tomorrow's Corps Today, and A Better Place To Work must have a minimum of two years' project management experience, within the last 10 years, working on projects with at least a $ 500,000.00 budget for government agencies (at least $150 million department annual budget) with experience in workforce development and policy, and performance management. At least 1 year of this experience must have been in a lead capacity.

Proposals must describe the Proposer's qualifications and expertise in the format outlined in this RFP. A Proposal will not be considered complete unless it contains all of the items described below. Technical Proposal includes all of the following items:

The Proposer must submit all applicable attachments identified on Attachment 1, Required Attachment Checklist. Proposers are not to alter or modify the forms other than by providing the required information; please note, adding your firm's logo or letterhead to the form is not considered a modification or alteration of the form.

The Proposer must complete Attachment 15, Firm Qualifications and Attachment 16, Key Staff Qualifications as described in Section D, Proposer Minimum Qualifications.

The Proposer must complete Attachment 16, Key Staff Qualifications, KSDQ tab to qualify for additional points. For the purpose of assessing KSDQs, one year of experience is defined as 52 weeks of full-time work (40 hours per week).

  • Key Staff has more than one year lead project management experience within the last 10 years. Five points will be awarded to each key staff, for each qualifying year of experience, up to 5 years.
  • Key Staff has more than two years' project management experience on a public sector project with at least a $500,000.00 budget (at least a $150 million department annual budget) within the last 10 years. Five points will be awarded to each key staff, for each qualifying year of experience, up to 5 years.

Key Staff has the valid qualifying credentials:

  • Prosci Change Management Practitioner or Certified Change Management Professional (CCMP)
  • Lean Six Sigma Yellow Belt (or higher)
  • Certified Scrum Master (CSM)
  • Project Management Institute, Agile Certified Practitioner (PMI-ACP)
  • Project Management Institute, Risk Management Professional (PMIRMP)

Three points will be awarded per credential, up to 15 points per key staff.

Proposer Guarantee

The Proposer shall provide a Letter of Guarantee explaining their ability to perform the services identified in Standard Agreement, Exhibit A, Scope of Work and includes:

  • A signature from an individual who is authorized to bind the Proposer contractually to certify that the Proposer guarantees their ability to perform the services as identified in this RFP.
  • A statement expressing the Proposer's availability of staff and other required resources to successfully perform all services and provide all deliverables as described in this RFP.
  • A statement expressing the Proposer's strong commitment to establishing, maintaining, and supporting diversity in its ownership and professional staff members.
  • A statement expressing the Proposer's willingness to comply with the terms and conditions of this agreement.
  • A signature from an individual who is authorized to bind the Proposer contractually to certify that the Proposer guarantees their ability to perform the services as identified in this RFP.

  • Organizational Structure
  • List the name and classification of the proposed key staff member and any proposed support staff.
  • Identify subcontractor's (If Applicable). Include qualifications, reporting responsibility of each firm and/or person assigned to each task and method of monitoring performance.
  • Operational Structure

Describe the usual process for interface with the client and the communication plan for completing the tasks and deliverables under this agreement including:

  • The firm's chain of command
  • Who is the individual with the overall responsibility for the firm's operations?
  • What will be the role of each proposed key staff member?
  • What will be the role of the support staff?
