Job Details

ECS is seeking a Program Manager - IT to work in our Washington, DC office . Please Note: This position is contingent upon contract award.

Job Description:
  • The Program Manager will act as the primary POC for our federal customer and will perform Program Management duties to include handling all employment matters relating to the ECS and Subcontractor employees and ensuring that all delivered services meet the performance standards identified in the contract.
  • The Program Manager will lead a team of consultants to provide application development and O&M for custom developed products.
  • Work will include planning, coordinating, and managing actions to acquire and implement contracts and task orders.
  • The Program Manager will interact frequently with coworkers, technical team members, subcontractors, customers, and functional groups regarding contract support and compliance.
  • Providing Program Management support (e.g. financial management, project schedule maintenance, project reporting) for complex projects.
  • Managing complex projects based on the principles of the Project Management Institute (PMI) and Agile Methodology.
  • Execute an effective customer satisfaction and client management strategy, including routine customer meetings, deliverables, and activities to ensure effective risk and quality management.
  • Leverage exceptional interpersonal and relationship-building skills to relate to people at all levels of an organization and navigate strong personalities using excellent communication skills.
  • Enjoy mentoring and coaching junior level resources, and supporting and/or leading various technical design and delivery initiatives.


Required Skills:
  • Must be able to obtain a Public Trust Clearance.
  • A Bachelor's Degree or Master's Degree in management science, business, technical or related discipline.
  • At least 10 years of experience leading, implementing and managing programs and/or projects for custom application development.
  • Experience in implementing and managing custom application in a cloud environment using technologies like Java, Micro services, AWS services, JavaScript, CSS, HTML5 etc.
  • Experience managing complex projects (e.g. projects that: span multiple organization units; have high technical complexity or have a major impact on the success of larger, more critical projects).
  • Demonstrated written and oral communication skills, including experience in presenting relevant program material to Government stakeholders.
  • Project Management Professional (PMP).


Desired Skills:
  • Experience with DHS/USCIS and knowledge of USCIS processes and systems.
  • Strong understanding of DevSecOps processes, methodologies and philosophies.
  • Strong analytical and problem-solving skills.
