Location & Work Arrangement

  • City, State: Columbus, Ohio
  • Work Arrangement: Hybrid Expected to work both remotely and onsite.
  • Contract: This is a Contract position.
  • Mode of Interview: Webcam (Teams).

Essential Expertise and Scope of Work

The Consultant will ensure high-quality project outcomes by applying quality standards, managing vendor relationships, defining system requirements, and providing technical advice throughout the procurement lifecycle.

1. RFP Development and Procurement (Required Specialization)

  • RFP Creation: Must have experience with creating RFPs for ODH and proficiency with each required section in the RFP.
  • RFP Oversight: Must have experience with RFP oversight at the state level (OPDH/ODH context strongly implied).
  • Requirements Collection: Knowledge of ODH departments and how to collect comprehensive RFP requirements from affected users.
  • Contract Advice: Advise about implications of requirements as related to vendor management after contract award, including components of evaluation, Service Level Agreements (SLAs), and Data Recovery Plans (DRPs).

2. Public Health IT Consulting & Leadership (6+ Years Required)

  • Domain Experience: 6 years of IT project consulting experience in Public Health Management Information Systems (Required).
  • Project Leadership: 6 years of IT project leadership experience (Required).
  • Vendor Management: 6 years of vendor management experience (Required).
  • Business Requirements: 6 years of experience developing Business Requirements for IT systems (Required).
  • Technical Advice: Provide technical leadership in identifying and documenting items needed by the project, including system architecture and platform migration.

3. Quality Assurance and Process Improvement

  • Quality Standards: Experience defining and developing quality standards and contributing to all aspects of quality assurance for the project.
  • Process Compliance: Ensure that defined processes are followed and provide feedback to project teams regarding process/procedure improvement opportunities.
  • Mentorship: Mentor and share knowledge with State staff, ensuring proactive problem resolution.
