MetaPhase is seeking a highly experienced and proactive Lead Technical Manager (LTM) to support the U.S. Department of Homeland Security Financial Systems Modernization (FSM) initiative. The LTM will act as the primary technical liaison between government stakeholders and MetaPhase's technical team, overseeing all aspects of technical execution for a complex data migration and modernization effort. This role will ensure technical deliverables are complete, accurate, and actionable, and will guide the refinement of DHS' existing systems and interfaces in support of future-state architecture.

What You Will Be Doing:

  • Serve as the main technical point of contact for government stakeholders, ensuring alignment across development, data, and infrastructure workstreams.
  • Lead the design and oversight of technical deliverables including data migration scripts, process documentation, interface specifications, and system optimization plans.
  • Analyze and assess complex legacy system requirements to inform strategic enhancements and migration to modern data platforms.
  • Direct and manage the team responsible for software configuration, version control, and release management.
  • Review and refine existing FSM interfaces to reduce operating inefficiencies and modernize outdated methodologies.
  • Ensure the effective delivery of technical solutions across data warehousing, ETL, and business intelligence/reporting pipelines.
  • Provide technical leadership and mentorship to architects, developers, and data engineers, fostering a culture of innovation and excellence.
  • Coordinate with functional and project managers to align technical efforts with program goals and delivery timelines.


What We Need From You (Required):

  • U.S. Citizenship required (NO EXCEPTIONS)
  • 8+ years as a Lead Technical Architect or Technical Manager, leading end-to-end solution delivery
  • 8+ years of experience with data modeling, data warehousing, and data migration in federal environments
  • 8+ years of experience with AWS console and RDBMS technologies
  • 8+ years of hands-on experience with Oracle databases
  • 5+ years of experience implementing and supporting Informatica IICS, PowerCenter, and IDQ
  • 5+ years as a Business Intelligence/Reporting Architect on federal projects
  • Demonstrated experience supervising software configuration management and overseeing release cycles


Bonus Points (Desired):

  • Experience supporting DHS modernization programs
  • Familiarity with federal data architecture frameworks, AWS GovCloud, or FISMA-compliant environments
  • AWS Certified Solutions Architect or Informatica certifications
  • Experience integrating technical strategy with Agile delivery teams


Work Setup & Travel:

  • Hybrid - Based in Washington, DC. Occasional travel may be required.


Clearance & Education:
  • Must be able to obtain Public Trust
  • Bachelor's degree in Information Systems, IT Management, or related field
