Evolver Federal is seeking a Program Manager to satisfy a requirement for a potential government client.

Responsibilities:

The Program Manager shall oversee the development and execution of programs, ensuring the quality and timely delivery of contractual items under the contract terms and conditions.

Serving as the primary point of contact with the client, the Program Manager will perform day-to-day management of contract execution, which may involve multiple tasks and groups of personnel at various locations on a single project. This role includes establishing and maintaining technical and financial reports to demonstrate project progress, delegating responsibilities to subordinates, and overseeing the successful completion of contract or task orders.

Additionally, the Program Manager ensures that senior-level management within the client organization is aware of the overall program status, including all relevant projects and their potential impact on the higher-level organizational strategic vision. They may also manage the client interface at the Contracting Officer's Representative (COR) level, if applicable.

The Program Manager organizes, directs, and manages task order operation support functions, involving multiple complex and inter-related project tasks in both classified and unclassified environments. They manage teams of task order support personnel at multiple locations and maintain the client interface at the senior levels of the client organization.

Meeting with customer and contractor personnel to formulate and review task plans and deliverable items is another key responsibility. The Program Manager ensures conformance with program task schedules and costs, establishes and maintains technical and financial reports to show the progress of projects to management and customers, and organizes and delegates responsibilities to subordinates, overseeing the successful completion of all assigned tasks.

Basic Qualifications:

  • A Bachelor's Degree in a relevant field (such as computer science, information technology, or business administration). In absence of a bachelors degree, 15 years of related experience may be considered
  • 15 years of experience in managing large-scale IT projects or contracts, preferably in a government or federal context
  • with an active Top Secret with SCI eligibility (TS/SCI)
  • A Project Management Professional (PMP) certification or Information Technology Infrastructure Library (ITIL) certification.


Preferred Qualifications:

  • Both Project Management Professional (PMP) and Information Technology Infrastructure Library (ITIL) certification.
  • Possess a deep understanding of IT systems, infrastructure, and software development, alongside familiarity with government regulations, compliance, and security standards
  • Demonstrate strong leadership abilities to guide teams, resolve conflicts, and make strategic decisions
  • Communicate effectively with stakeholders, team members, and senior management
  • Exhibit budgeting and financial oversight skills to efficiently manage a $10 million contract, allocate resources, and track expenses
  • Identify and mitigate risks associated with contracts while developing contingency plans to ensure project success
  • Understand contractual terms, deliverables, and performance metrics, and possess negotiation skills for contract modifications or extensions
  • Coordinate with subcontractors, vendors, and external partners to ensure timely delivery of services, adherence to quality standards, and compliance with quality requirements
  • Implement processes to monitor and evaluate project performance, regularly update stakeholders on project status, risks, and achievements, and maintain accurate records and documentation
  • Exhibit proficiency in managing unforeseen challenges, adapting to evolving project requirements, and employing innovative problem-solving skills to address intricate issues
