Job Title: Business Analyst, Strategic Initiatives
Location: Houston, TX

Position Summary:
- The Business Analyst for Strategic Initiatives plays a critical role in linking business and IT functions at HCTRA. This position will collaborate with various teams to identify, evaluate, and prioritize projects that support the agency s strategic goals. The Business Analyst will build clear business cases, streamline operations, and deliver data-driven insights to ensure projects remain aligned with HCTRA's objectives. In addition, this role will be responsible for partnering with department leaders to track and report on Objectives and Key Results (OKRs), fostering accountability and ensuring timely progress toward organizational targets.
Key Responsibilities:
- Strategic Analysis & Planning: Work closely with stakeholders to transform strategic goals into actionable projects, defining scopes, success criteria, and realistic timelines for successful delivery.
- OKR Formation & Management: Partner with department leadership to create, document, and track OKRs for the Strategic Initiatives group. Facilitate workshops, manage OKR dashboards, and provide progress updates to ensure alignment and transparency.
- Business Case Development: Conduct cost-benefit analyses, prepare ROI forecasts, and make data-driven recommendations to executive sponsors for project approval and resource allocation.
- Requirements Elicitation: Lead workshops and conduct interviews with business users to gather and document detailed requirements for process improvements, system enhancements, and new technology integrations.
- Process Modeling: Utilize industry-standard tools (e.g., Visio, Lucidchart) to map both current ("as-is") and future ("to-be") business processes to identify areas for improvement.
- Data Analysis & Reporting: Analyze both quantitative and qualitative data to identify trends, risks, and opportunities. Develop and present dashboards, reports, and visualizations to track KPIs.
- Solution Evaluation: Research and assess potential solutions, including software, tools, and methodologies. Facilitate vendor assessments and selection processes when applicable.
- Stakeholder Management: Act as a key liaison between business units, IT, and external partners, ensuring clear and effective communication throughout project lifecycles.
- Change Management Support: Assist in creating communication plans, training materials, and user adoption strategies to ensure successful implementation of initiatives.
- Testing & Validation: Define acceptance criteria, oversee user acceptance testing (UAT), and ensure that delivered solutions meet business requirements and expectations.
- Post-Implementation Review: Conduct post-implementation analysis to track benefit realization, gather feedback, and recommend improvements for future initiatives.
Required Qualifications:
- Bachelor s degree in business Analytics, Computer Systems, Information Technology, or a related field; or equivalent professional experience.
- 3 5 years of experience as a Business Analyst, with a strong focus on strategic planning or project-based environments.
- Proven experience in developing business cases, process mapping, and requirements gathering.
- Strong analytical and problem-solving skills, with proficiency in data visualization tools (e.g., Power BI, Tableau) and advanced Excel.
- Excellent facilitation, presentation, and written communication skills.
- Demonstrated ability to build strong relationships and influence stakeholders at all organizational levels.
- Familiarity with project management methodologies (Agile, Waterfall) and tools (JIRA, MS Project).
Preferred Qualifications:
- Experience within public-sector transportation or infrastructure organizations.
- Knowledge of tolling operations or transportation management systems.
- Certification in Business Analysis (CBAP, PMI-PBA) or Change Management (Prosci).
