Job Title: Business Analyst for Web Application

Description of Services:
A large public-sector engineering department is seeking a Business Analyst to support its Engineering Solutions Unit. This unit provides critical support for project delivery, system development, workflow optimization, and reporting. The Business Analyst will collaborate closely with stakeholders, project managers, developers, and support staff to ensure the efficient delivery and enhancement of engineering-focused applications and platforms.
Responsibilities:
Gather business intelligence from subject matter experts and stakeholders to identify needs and propose improvements.
Elicit, document, and analyze business and system requirements for new or enhanced software solutions.
Collaborate with users to assess and improve existing development processes, workflows, and system efficiencies.
Manage change requests and assist with change implementation in coordination with a steering committee.
Work with technical teams to translate business requirements into functional specifications for full-stack applications (.NET/React) and low-code/no-code platforms (e.g., Microsoft Power Platform, SharePoint, OpenText, eBuilder).
Design, develop, and maintain Power BI and SSRS reports for various engineering systems.
Prioritize requirements based on business impact and feasibility.
Contribute to QA and testing strategies, including test case development and end-user testing feedback.
Assist with code compliance reviews and functional testing activities.
Develop user documentation, training materials, and conduct user training (in-person and/or online).
Provide general help desk and application support as part of the Applications Support Team.
Required Education, Qualifications, and Experience:
Bachelor s degree from an accredited institution.
Minimum 2 years of experience as a Business Analyst in full-stack web application development projects.
Minimum 2 years of experience working with enterprise platform-based application development.
Minimum 2 years of experience in SQL Server: querying and data profiling.
Minimum 2 years of experience using SSRS (SQL Server Reporting Services).
Minimum 1 year of experience in Power BI report/dashboard development.
Minimum 1 year of experience in workflow and diagram design using Miro or Visio.
Minimum 1 year of experience using Azure DevOps for version control/task management.
Proficiency in SDLC processes and understanding of programming logic (loops, conditionals, etc.).
Ability to analyze and interpret ERDs, data flow diagrams, and system integration points.
Proficiency with Microsoft Office 365 Suite and Adobe Acrobat Pro.
Required Soft Skills:
Strong systems analysis skills, with experience producing scope and requirements documentation.
Excellent analytical and conceptual thinking abilities.
Strong communication skills (oral and written).
Self-motivated and able to manage multiple tasks, priorities, and deadlines independently.
Preferred Qualifications (Nice to Have):
Experience with OpenText, Microsoft SharePoint, or other ECM solutions.
UI/UX design experience using Figma or similar tools.
Familiarity with API testing tools (e.g., Postman) and automated testing tools (e.g., Playwright).
Experience with ETL processes using SQL Server Integration Services (SSIS).
Experience with eBuilder platform is highly preferred.
Knowledge of DocuSign.
Experience supporting construction or infrastructure projects, especially document and financial systems.
Prior experience with public sector or large utility organizations is a plus.
