Role:

We are seeking a highly experienced and motivated IT Program Manager to join our team. This role will require you to manage a diverse portfolio of simultaneous federal government IT projects with a single agency, ensuring they are delivered on time, within budget, and meet or exceed client expectations.

You will be responsible for planning, executing, monitoring, controlling, and closing these projects, while adhering to strict government regulations and security protocols. This is a high-visibility role requiring exceptional leadership, communication, and technical skills.

 

Duties:

The IT Program Manager will:

  • Strategic Program Leadership Oversee and align all IT services, including business process engineering, enterprise architecture, and application modernization, with the agency s mission and IT strategy.
  • Stakeholder Engagement & Communication Act as the primary liaison between federal team leadership, technical teams, third-party vendors, and other stakeholders to ensure alignment with regulatory and operational priorities.
  • Governance & Compliance Ensure all IT initiatives comply with agency regulations, federal IT policies (e.g., FISMA, FedRAMP, NIST frameworks), and industry best practices for security, privacy, and quality assurance.
  • Enterprise IT Strategy & Innovation Drive emerging technology adoption (AI/ML, automation, cloud services, microservices) to enhance mission operations while maintaining a forward-looking IT roadmap.
  • Program Execution & Delivery Oversight Manage software development, cloud migration, system integration, and IT operations, ensuring timely and high-quality deliverables within scope and budget.
  • Cybersecurity & Risk Management Oversee security best practices, ensuring data integrity, risk mitigation, and compliance with federal cybersecurity mandates. Effectively communicate project status, risks, and issues to stakeholders at all levels, utilizing various communication methods.
  • Operational Excellence & Process Improvement Optimize business processes, software release management, automation, and IT service delivery using Agile, Waterfall, DevSecOps, and ITIL methodologies.
  • Talent Management & Workforce Development Lead and mentor a large, diverse team of both internal and subcontractor resources by fostering skill development in AI, cloud, data visualization, emerging technology, and cybersecurity while ensuring resource allocation aligns with program priorities.
  • Financial & Contract Management Oversee task order responses, project launches, budgeting, procurement, and contract execution, ensuring cost-effective solutions for software development, cloud services, and operations. Work with project managers to manage project budgets, track expenses, and provide accurate financial reporting to clients and APV leadership.
  • Performance Monitoring & Reporting Establish KPIs and dashboards for tracking IT service effectiveness, system performance, software reliability, and compliance with the HHS IT governance framework.
  • Business Development - Participate in proposal development and business development activities. Ensure compliance with all applicable federal regulations, including FAR, DFARS.
  • Corporate Compliance - Adhere to APV s methodologies and best practices.

 

Education:

  • Bachelor s degree in computer science, information technology, or a related field.

 

Certification:

  • PMP certification (Project Management Professional) or equivalent.

Required Skills:

  • Minimum of 8 years of experience in IT project management, with at least 5 years managing multiple simultaneous projects within the federal government.
  • Demonstrated experience managing projects using Agile and Waterfall methodologies.
  • Proven ability to manage budgets and resources effectively.
  • Excellent written and verbal communication skills, including the ability to present complex information to both technical and non-technical audiences.
  • Strong leadership, problem-solving, and decision-making skills.
  • Ability to work independently and as part of a team.
  • Strong understanding of federal IT acquisition processes.
  • Must be able to obtain and maintain a security clearance.

Preferred Qualifications:

  • Master's degree in a related field.
  • Experience with specific federal government agencies or departments.
  • FDA - PM experience
  • Experience with specific IT technologies relevant to federal government projects.
  • Relevant industry certifications (e.g., ITIL, Scrum Master).
  • Experience with contract management.
  • Proven track record of successfully delivering large-scale, complex IT projects.
