ECS is seeking a Senior Business Analyst - Business Process Reengineering to work in our Arlington, VA office. Please Note: This position is contingent upon contract award.

ECS is currently seeking a communicative and experienced Senior Business Analyst - Business Process Reengineering to join our team. The ideal candidate will be a seasoned analyst and possess interpersonal skills that elicit confidence, trust, and collaboration.

Position Summary:

We are seeking a Senior Business Analyst with deep experience in Business Process Reengineering (BPR), particularly within the federal human resources (HR) domain. This role requires strong knowledge of federal HR core functions and policies, expertise in analyzing and redesigning business processes, and proficiency with HR systems and requirements gathering. The ideal candidate will be solution-oriented, skilled in using Microsoft Visio for process mapping, and experienced in developing and delivering stakeholder presentations. A Lean Six Sigma certification is preferred.

Key Responsibilities:
  • Lead business process reengineering (BPR) efforts to evaluate and improve HR operations across federal agencies.
  • Gather, document, and analyze business, functional, and system requirements in collaboration with stakeholders, HR specialists, and IT teams.
  • Conduct gap analyses and recommend improvements aligned with federal HR policies and operational goals.
  • Develop and maintain process flows and documentation using Microsoft Visio and other modeling tools.
  • Engage with stakeholders to elicit needs and translate them into actionable solutions.
  • Analyze and optimize the use of federal HR systems such as USA Staffing, HRConnect, eOPF, EHRI, and others.
  • Develop comprehensive presentations, reports, and briefing materials for federal leadership and client stakeholders.
  • Facilitate stakeholder workshops, requirements sessions, and process review meetings.
  • Apply Lean Six Sigma principles to identify inefficiencies, reduce redundancies, and improve performance metrics.
  • Monitor the implementation of process changes and ensure alignment with compliance standards and system capabilities.
  • Serve as a liaison between business units, technical teams, and policy experts to ensure effective communication and alignment across workstreams.


Required Skills

  • Bachelor's degree in Business Administration, Human Resources, Information Systems, Public Administration, or a related field.
  • 5+ years of experience as a Business Analyst, with demonstrated experience in business process reengineering.
  • Solid understanding of federal HR core functions (e.g., staffing, classification, performance management, benefits, and employee relations).
  • Experience gathering and documenting business, functional, and technical/system requirements.
  • Familiarity with federal HR systems such as USA Staffing, eOPF, HRConnect, and related platforms.
  • Proficient in Microsoft Visio and other process modeling or diagramming tools.
  • Strong critical thinking, problem-solving, and analytical skills.
  • Proven experience preparing and delivering impactful presentations for leadership and client stakeholders.
  • Excellent written and verbal communication skills with the ability to translate technical information into business terms.
  • Ability to work independently and collaboratively in dynamic, fast-paced environments.


Desired Skills

  • Lean Six Sigma certification (Green Belt or higher).
  • Experience supporting HR transformation or modernization projects within federal agencies.
  • Experience working in a consulting or government contractor environment.
  • Familiarity with Agile or hybrid project methodologies.
  • Master's degree in Business, HR, or a related discipline.
