Job Title: Senior Technical Strategist

Location: Lansing, Michigan (Hybrid)

Duration: Long-term (multi-year engagement possible)

Position Overview:

Client is seeking a seasoned and strategic IV&V Analyst to lead the development, implementation, and operationalization of Independent Verification and Validation (IV&V) services across complex, enterprise-level IT projects. This position is not suited for candidates who have handled verification and validation as a secondary function. It requires a leader with hands-on experience establishing IV&V practices from the ground up, ideally in public-sector or similarly scaled environments.

Key Responsibilities:

• Lead and execute IV&V activities for IT initiatives, with a primary focus on projects funded by the IT Investment Fund (ITIF).
• Provide independent, objective assessments of project health, including scope, schedule, budget, deliverable quality, and risk posture.
• Review and assess project documentation: charters, PM plans, schedules, risk logs, contracts, and technical deliverables.
• Identify risks and issues early in the lifecycle, propose mitigation strategies, and escalate as necessary.
• Produce and present high-quality reports, including:
  • IV&V Service Plans
  • Monthly Health Assessment Reports
  • Independent Deliverable Review Assessments
  • Risk and Issue Logs with actionable recommendations
  • Executive Briefings and Steering Committee presentations
  • Final IV&V Summary Reports at project closeout
• Collaborate with PMs, stakeholders, and executive leadership while maintaining independent judgment and impartiality.
• Ensure IV&V practices align with DTMB standards, frameworks, and templates.

Required Experience & Qualifications:

• 5+ years of hands-on experience in IT project management within large, complex environments.
• 5+ years of proven experience in delivering Independent Verification and Validation (IV&V) or formal QA services.
• Strong exposure to public sector or regulated environments with high-visibility and politically sensitive initiatives.
• Expertise in project management frameworks, especially PMI's PMBOK, risk management, and quality assurance principles.
• Demonstrated ability to assess project health objectively and provide actionable insights.
• Excellent written and verbal communication skills, with proficiency in preparing executive-grade reports and presentations.

Education & Certifications:

• Bachelor's Degree in Information Technology, Business Administration, Project Management, or a related field (Required)
• PMP (Project Management Professional) certification (Preferred)
• Additional certifications such as:
  • Certified ScrumMaster (CSM)
  • Certified Quality Auditor (CQA)
  • Other relevant QA or Agile credentials (Nice to have)
