Senior IT Project Manager Grants System Implementation (Public Sector)



100% Remote : EST Work Hours



*Note: Hands-on experience rolling out a Grants Management System across multiple departments/agencies.



We are looking for an experienced Information Technology Project Manager to lead the implementation of a statewide Grants Management System. This role involves overseeing the entire project lifecycle, coordinating across state agencies, managing vendors, and driving user adoption. You will be responsible for creating governance processes, building onboarding playbooks, and ensuring clear communication at all levels.

Key Responsibilities

  • Lead end-to-end project management for the Grants Management System implementation
  • Develop a governance plan and framework for managing changes across the enterprise
  • Create a repeatable implementation guide for onboarding new agencies
  • Define project scope, objectives, and deliverables
  • Build and manage detailed project plans, schedules, and timelines
  • Provide project status, risks, and milestone updates to executive leadership
  • Coordinate communication and collaboration with stakeholders across state agencies
  • Manage internal project teams and external vendors, ensuring work aligns with Statements of Work
  • Identify and address project risks and issues
  • Lead change management and user adoption strategies
  • Organize and run meetings to ensure project momentum and alignment

Required Experience

  • Ten or more years of Information Technology Project Management experience
  • Proven success leading large-scale enterprise software implementations
  • Strong background in vendor management and cross-functional team leadership
  • Public sector or government agency experience strongly preferred
  • Grants administration experience is a plus

Required Skills

  • Excellent communication skills (written and verbal)
  • Strong presentation skills for executive leadership
  • Proven leadership and ability to hold teams accountable
  • Comfortable in matrixed environments with complex decision-making
  • Strong problem-solving skills and initiative
  • Familiar with Agile and Waterfall project management methodologies
  • Proficient with Microsoft Office, Monday.com or similar tools, JIRA, and Confluence

Preferred Qualifications

  • Familiarity with grants systems or public sector workflows
  • Project Management Professional (PMP) certification
  • Bachelor s or Master s degree in business, information technology, or related field
