Job Title: Business Analyst

Key Responsibilities
Analyze business systems, program policies, and operational procedures to identify impacts and improvement opportunities.
Gather, research, and analyze system requirements; prepare concise reports and proposed solutions.
Develop as-is and to-be process models; identify operational inefficiencies and recommend enhancements.
Coordinate with functional teams to understand needs not met by current processes or technology.
Lead and participate in special projects across multiple DSHS initiatives.
Prepare and present reports, gap analyses, recommendations, and progress updates to executive stakeholders.
Document requirements, develop business analysis tools, and support optimization of DSHS operations.
Provide guidance using business analysis best practices and standards.
Assist in developing SDLC documentation, including requirements, test cases, use cases, and design documents (preferred).
Build strong stakeholder relationships and support collaborative project activities.
Required Qualifications
12+ years of experience analyzing system requirements, solving complex problems, and preparing concise reports.
12+ years of experience assessing functionality gaps and operational effectiveness.
12+ years of experience developing as-is/to-be process models and identifying process improvements.
12+ years of experience analyzing program policies and procedures related to automated systems.
Experience collaborating with functional teams to identify unmet needs and solution opportunities.
Preferred Qualifications
5+ years of experience building strong stakeholder relationships and documenting business requirements.
5+ years of experience developing SDLC artifacts (gap analysis, roadmaps, requirements, design docs, test cases, use cases).
1+ year of UX design experience.
