Senior Program Director
Location: Washington, DC
Description: Seeking a Senior Program Director to lead our support efforts under the PRISM MATOC Task Order for the Office of the Assistant Secretary of Defense for Manpower and Reserve Affairs (OASD M&RA). This role provides executive oversight across program management, business operations, training, engineering, and logistics, leading a team to advance M&RA's mission in personnel policy, readiness, and financial resilience. The Director will drive strategic planning, process improvements, and stakeholder engagement, ensuring seamless execution and innovation through predictive analytics platforms and scenario-based training tools.
This position is contingent upon contract award.

Responsibilities:
- Provide executive oversight for program management, business operations, training development, engineering integration, and logistics support to align with OASD M&RA priorities.
- Optimize resource allocation and ensure efficient program execution across all support areas.
- Lead strategic planning and stakeholder engagement, advising on policy impacts such as portal development and mobilization strategies.
- Champion process improvements and innovation, leveraging predictive analytics for scenario modeling and scenario-based training to address emerging threats.
- Oversee deliverables and quality assurance, including status reports and financial forecasting, while fostering a culture of continuous improvement.
- Facilitate cross-functional collaboration with partners and government stakeholders, incorporating strategic communications for outreach and change management.
- Conduct in-progress reviews, briefings, and quality control measures, mitigating risks through proactive assessments.
- Provide executive direction on team performance, ensuring compliance with contract structures and performance standards.
- Liaise with senior leaders, including joint staff and service components, to enhance policy adoption and mission outcomes.
- Maintain currency with DoD policies, doctrines, and standards for M&RA initiatives.
Required Experience:
- Proven track record as a former Program Manager in DoD environments, with expertise in personnel policy, reserve integration, and financial readiness.
- Strong leadership skills for directing complex federal contracts in high-uncertainty settings.
- Ability to manage time effectively under pressure and work on multiple projects simultaneously.
- Proficiency in Microsoft Office products (including the ability to provide briefs, reports, etc., for senior leader review).
- Experience with agile methodologies, predictive analytics integration, and cross-functional team coordination in government environments.
- Familiarity with OASD M&RA priorities, including personnel policy, talent management, and financial readiness outreach.
- Operational working knowledge of M&RA functions (this includes mission systems, policies, and procedures).
- Capacity to evaluate risk levels, implications, and performance metrics.
- Active Clearance or the ability to qualify and obtain a Secret clearance.
Education:
- Bachelor's degree in business administration, public policy, or related field; Master's degree strongly preferred.
- 12+ years of progressive experience in federal program management, including 5+ years leading IDIQ task orders like PRISM.
- PMP or equivalent certification; experience with mature process frameworks a plus.
- 5+ years of experience overseeing multi-stakeholder DoD projects with emphasis on innovation and mission impact.
