Position Title: Business Data Analyst
Level: Senior (8+ years)
Employment Type: Contract

Overview

We are seeking an experienced Business Data Analyst to analyze existing business requirements, identify process improvements, and document new system or enhancement needs. The role involves translating complex business objectives into actionable requirements, including Epics and User Stories with acceptance criteria, ensuring alignment between business goals and technical capabilities.

This position requires close collaboration with business stakeholders, product owners, and technical teams, leveraging strong data analysis, documentation, and communication skills.

Responsibilities

  • Analyze current business processes, data flows, and system functionalities to identify pain points and opportunities for improvement.

  • Elicit, document, and validate business requirements for new systems or enhancements.

  • Write Epics, User Stories, and acceptance criteria for functional and non-functional requirements.

  • Collaborate with business and technical teams to ensure system capabilities meet business objectives.

  • Develop and maintain documentation, including data dictionaries, data mapping specifications, and business requirement documents.

  • Design and present visual data models, workflows, and dashboards to communicate insights and progress.

  • Facilitate workshops, interviews, and data-focused meetings, documenting outcomes and driving issue resolution.

  • Perform cost/benefit analysis and feasibility studies to recommend effective solutions.

Minimum Qualifications

  • 8+ years of hands-on experience as a Business Data Analyst in IT, with strong analytical and documentation skills.

  • 8+ years collaborating with technical and non-technical teams to solve complex business/data challenges.

  • 8+ years designing and optimizing data workflows and management processes using modeling/mapping tools.

  • 8+ years writing Epics, User Stories, and acceptance criteria for development and QA teams.

  • 8+ years creating and maintaining data-related documentation (data dictionaries, BRDs, mapping specs).

  • 8+ years designing/presenting visual data models and dashboards.

  • 8+ years leading data-focused meetings and documenting resolutions.

Preferred Qualifications

  • Bachelor s degree in Data Science, Computer Science, Information Systems, Business Analytics, or related field (or equivalent experience).

  • 4+ years managing multiple data projects simultaneously with strong multitasking skills.

  • 3+ years knowledge of SNAP, Medicaid, and TANF eligibility rules, with ability to interpret/apply state and federal guidelines.

  • 3+ years experience applying policy within an integrated eligibility case management system.
