Position will be 2 days (Wednesdays and Fridays) remote with 3 days (Mondays, Tuesdays and Thursdays) required to be onsite at 4601 W Guadalupe Street, Austin, Texas 78751

Level Description
8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected. Min 5 years of experience, served as a liaison between the Business community and Customer IT Teams (i.e., Architecture, Project Delivery, Application Sustain, etc.). Strong experience as a Data Analyst in analyzing raw data, and as a Business Analyst in requirements gathering, understanding technology, and any project management experience with PMP are a huge plus.

Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

A Business Analyst in this context is expected to have expertise in Business Process Reengineering (BPR), analyzing, redesigning, and optimizing complex business processes to improve efficiency, effectiveness, and customer satisfaction. This position serves to align business strategy with operational execution by analyzing current operations, identifying improvement opportunities, and designing new processes. Collaboration with IT, operations, and product teams is required to support the implementation and adoption of updated workflows. Proficiency in analytical, communication, and change management skills is necessary to support organizational change initiatives.
The ideal candidate will possess deep expertise in business architecture, a proven track record in large-scale digital change, and an intimate understanding of the MITA framework.
Key Responsibilities:
Lead Digital Transformation: Spearhead and significantly contribute to large-scale digital transformation initiatives, identifying opportunities for innovation and designing future-state business capabilities that leverage emerging technologies to achieve strategic organizational goals.
Business Process Reengineering (BPR): Conduct comprehensive analysis of current-state business processes, identify inefficiencies, bottlenecks, and pain points, and design optimized, streamlined future-state processes. Lead efforts to implement reengineered processes, ensuring smooth transitions and measurable improvements in efficiency, cost-effectiveness, and service quality.
Strategic Business Modeling: Develop and maintain robust business architecture artifacts, including current and future state business process models (using BPMN), data models, capability models, value streams, and organizational models. Utilize various modeling tools and notations to effectively communicate complex business concepts to diverse audiences.
Stakeholder Engagement & Requirements Definition: Collaborate extensively with senior leadership, business units, IT teams, and external partners to elicit, analyze, and validate complex business requirements. Translate strategic objectives and user needs into actionable business and functional specifications that guide solution development.
Bridge Business & IT: Act as a critical liaison, ensuring seamless communication and understanding between business stakeholders and technical delivery teams. Articulate business impacts of technical decisions and technical implications of business requirements.

Candidate Skills and Qualifications
Minimum Requirements
- 12 years required progressive experience in a Business Architect role or similar strategic capacity, with a strong emphasis on enterprise-level initiatives.
- 12 years required proven track record of successfully leading or significantly contributing to multiple large-scale digital transformation and business process reengineering projects. Demonstrated ability to drive measurable improvements in operational efficiency and service delivery.
- 12 years required demonstrable expertise with MITA (Medicaid Information Technology Architecture), including practical application in complex system environments. Experience with MITA State Self-Assessments (SS-A) is highly desirable.
- 10 years required exceptional business modeling skills, with expert proficiency in methodologies and tools such as BPMN, UML, ArchiMate, and strong understanding of enterprise architecture frameworks like TOGAF.
- 10 years required superior analytical, problem-solving, and critical thinking abilities, with a strong capacity to dissect complex issues and formulate pragmatic solutions.
- 10 years required excellent written and verbal communication, presentation, and interpersonal skills, with the ability to articulate complex concepts clearly and persuasively to both technical and non-technical stakeholders at all levels.
- 10 years required strong negotiation, facilitation, and conflict resolution skills.
- 8 years required bachelor's degree in Business Administration, Information Technology, Computer Science, or a related field. Master's degree preferred.
- 8 years required demonstrated ability to work successfully with technical and non-technical groups on complex business problems, analyzing and evaluating current business methods and procedures for improvements including exhibiting strong oral and written communications skills.
Preferred Requirements
- 12 years preferred strong preference for direct, hands-on experience with Health and Human Services (HHS) integrated eligibility systems (e.g., Medicaid, SNAP, TANF, CHIP). This includes a deep understanding of federal regulations, state-specific policy nuances, and modernization strategies.
- 10 years preferred experience working within a government or public sector environment.
- 10 years preferred relevant certifications such as CBAP, TOGAF, BPMN, Lean Six Sigma Green or Black Belt.
- 10 years preferred familiarity with Agile and Scaled Agile Framework (SAFe) methodologies.
