Position Overview

The client is seeking an experienced Data Modernization Director to provide strategic oversight and leadership for multiple data modernization initiatives funded under the CDC Public Health Infrastructure Grant (PHIG), Strategy A3: Data Modernization.

This role will guide planning, coordination, and alignment across complex, multi-year projects that enhance public health data systems, interoperability, and digital services statewide.

Key Responsibilities

Provide strategic oversight and direction for MSDH data modernization initiatives funded through PHIG.

Support large-scale modernization efforts, including but not limited to:

Modernization of the agency’s public-facing website

Implementation of new licensing and certification systems (e.g., professional licensure, healthcare facilities, food protection)

Enhanced interoperability for the Immunizations Information System (IIS)

Electronic Test Orders and Results (ETOR) enhancements for the State Public Health Laboratory

Assist in the development, execution, and monitoring of project timelines and milestones.

Serve as a strategic advisor to project leaders, offering guidance and issue resolution support throughout implementation phases.

Maintain consistent and effective communication with agency stakeholders to ensure alignment with project goals and deadlines.

As needed, build and manage a support team to assist with data modernization program oversight.

Required Qualifications

Proven experience overseeing end-to-end data management or data modernization initiatives, including planning, coordination, and budgeting of complex projects.

Strong communication skills with the ability to collaborate effectively with technical, operational, and business stakeholders involved in data collection, management, and analytics.

Demonstrated experience working with data governance, interoperability, and enterprise-level IT initiatives.

Advanced proficiency with Microsoft Office 365.

Experience working under national data security, privacy, and IT standards, particularly related to protected health information (PHI).

Technical & Professional Experience

IT project management in complex enterprise environments

Familiarity with modern technical ecosystems, including:

Servers and databases

SQL and HL7 standards

Electronic Health Records (EHR) systems

Working knowledge of data management, visualization, and analytics tools

Experience coordinating with multiple vendors providing data platforms, systems, and applications

Preferred Qualifications

Experience working with government agencies on data or IT-related initiatives, including procurement and compliance processes

Familiarity with federal grant reporting, monitoring, and management requirements

Background in public health, healthcare, or regulated environments
