Job Details

Role Title: Business Analyst 3
Location: Texas Health and Human Services Commission (HHSC)
Location: 701 W. 51st, Austin, Texas 78751(Onsite) Need local to Austin, TX
Employment: Contract

Key Responsibilities
Analyze business processes, policies, and systems to identify improvements.
Gather, document, and validate business and technical requirements.
Serve as liaison between HHSC program staff and technical teams/vendors.
Write user stories and acceptance criteria using Agile methods.
Manage and prioritize the product backlog.
Develop and execute test scenarios, test plans, and use cases.
Track testing progress, document results, and report project status.
Identify and mitigate project risks and issues.
Conduct meetings and presentations for project updates.
Support related PEMS enhancement tasks as assigned.

Minimum Qualifications
8+ years as a Business Analyst or Agile Product Owner.
Strong experience with Agile methodology and project reporting.
Skilled in business process design, requirements gathering, and documentation.
Experience identifying risks, creating mitigation plans, and tracking deliverables.
Proficiency with Microsoft Office and project tools (Teams, Excel, Project, etc.).
Strong communication skills for writing requirements and presenting updates.
Experience with system testing and test management software.
Familiarity with Medicaid systems, claims processing, or similar environments.
Preferred Qualifications
Knowledge of Texas Medicaid programs.
Experience with the PEMS project.
