Basic Function
To perform complex design, engineering, and implementation of telecommunication, configuration management, or security control systems for major IT infrastructure projects and maintains responsibility for developing requirements, drafting engineering designs, developing plans and configurations, and overseeing the deployment of these systems.
Configuration Management
- Cisco Systems network topologies design and implementation
- Industry standards and best practices including those set by Open Systems Interconnection (OSI), American National Standards Institute, Electronic Industries Alliance/Telecommunications Industry Association, International Standards Organization, Information Technology Infrastructure, Institute Of Electrical and Electronics Engineers, Government Electronics and Information Association, and Military Specifications and Standards
- UNIX and/or Window operating systems
- Client and RISC-based hardware, LAN/WAN architecture, modern telecommunications technology ie (Transmission Control Protocol/Internet Protocol, Fiber Optics, Asynchronous Transfer Mode, Digital Subscriber Line and Gigabit Ethernet)
- Principles of supervision and configuration management
- Information Technology Infrastructure Library (ITIL) and IT Service Management (ITSM) practices
- EPEAT and Energy Start Compliance
Security Engineering and Compliance Management
- Knowledge of basic Security techniques including Vulnerability Analysis, Risk Analysis, Mitigation Plans, Incident Response, Configuration Management, Systems Security Planning and Security Infrastructure Test and Evaluation
- Demonstrated knowledge of Enterprise Security Monitoring (ESM), and Security Information and Event Monitoring (SIEM) tools and support group
- Knowledge, experience, and comfort working in a diverse IT infrastructure environment, with various IT systems, technologies, platforms, concepts, and applications
- Knowledge of applicable local, state, and federal laws, rules, and regulations governing information systems for a public agency
- Knowledge/experience working with security solutions such as FireEye MPS, Palo Alto Firewalls, Panorama, RedSeal, GigaStor, VLANS, Rapid 7- Nexpose vulnerability scanners, NetMRI, 2FA, Encryptight Devices, WhatsUP Gold, VMWare, Hyper-V, backup systems, Tufin, Splunk, GTB technology
- Knowledge and experience with PCI-DSS compliance, SB1386 and privacy laws and regulations.
Minimum Qualifications
- Bachelor's degree in Electrical, Electronics, or Telecommunications Engineering, Computer Science, Information Systems, or related field
- 5 years experience in engineering communications or network systems including the design and installation of large communications systems, electronic, radio, or data networks OR
- 5 years configuration management experience on a large-scale computer system including Microsoft Windows Enterprise technology and CISCO Systems Networking OR
- 5 years experience in engineering, implementation, and administration of security solutions in large scale computer systems with multiple operating systems, databases, applications, and networks
- 2 years performing engineering project management work
- Nortel Networks certifications in Administration, Installation and Maintenance, Basic Alternate Route Selection, Automatic Call Distributor, Meridian Mail, Traffic Analysis, and Systems Engineering desirable OR
- Microsoft certifications or CISCO certifications desirable OR
- GIASEC certification desirable
- Valid California Class C driver license
