Job Description
ECS is seeking an ARPA-H COO Advisor to work remotely . Please Note: This position is contingent upon contract award.
ECS is seeking talented and driven professionals to support the Advanced Research Projects Agency for Health (ARPA-H) Office of Operations (COO). In this role, you will serve as a technical advisor to ARPA-H-enabling the agency to manage and provide oversight to advanced R&D efforts; help shape future R&D concepts, programs, and solutions; integrate and advance our nation's healthcare ecosystem processes, policies, and enabling technologies; and enable the agency to expand its healthcare and scientific scope into yet unknown areas. As an advisor within ARPA-H, you will provide support and thought leadership to R&D performer teams, Government Program Managers, and stakeholders across the health innovation ecosystem.
ARPA-H COO plays a vital role in ensuring the agency's mission is supported through seamless and strategic business operations. This office provides essential guidance to the ARPA-H Director and leadership team on the planning, development, and execution of internal operational functions that enable high-impact research and innovation. The COO is responsible for shaping and sustaining the infrastructure that underpins ARPA-H's daily activities, ensuring alignment with agency goals and federal standards.
As an advisor within ARPA-H COO, you would serve as a strategic thought partner and subject matter expert, providing guidance and informed recommendations to senior leadership on complex operational matters. You would play a key role in shaping policies, processes, and initiatives that support the agency's mission, ensuring that internal operations are efficient, compliant, and aligned with evolving programmatic needs. You would analyze operational data, identify areas for improvement, and collaborate across functional areas-such as finance, human capital, acquisitions, and administration-to drive integrated, forward-looking solutions.
Salary Range: $80,000 - $220,000

Required Skills
- Bachelor's degree.
- 5 years minimum professional experience
- Demonstrated ability to conduct independent research, analyze data, and write scientific/technical reports.
- Excellent communication and collaboration skills.
- Ability to work independently and as part of a team.
- Strong work ethic and a passion for healthcare and scientific discovery.
- U.S. citizenship or lawful permanent residency is required per contract.
Desired Skills
- Three years or more experience within a Federal ARPA organization.
- Two years or more experience in Federal Healthcare and/or Scientific Consulting.
- Experience supporting complex healthcare and programs of a research and development nature.
- Advanced degree (Masters) preferred based upon domain expertise.
