Duties

  • Works collaboratively with internal and external clients on financial and business data modeling and data analytic initiatives concerning existing and emerging data needs of the Corporation.
  • Analyzes a variety of auditable, flexible, repeatable, and scalable extract transform and load (ETL) capabilities on structured and unstructured data sources in a variety of formats.
  • Develops lifecycle and analytic tools for a wide range of systems, applications, and end-users to improve the efficiency of program operations. Analytic tools include artificial intelligence/machine learning (AI/ML) models, data visualizations, and other analysis supporting research, policy and risk assessment for insurance, supervision, and resolution activities.
  • Creates, maintains, updates, and deploys complex reports, visualizations, and data sources via analytic tools. (e.g. Tableau, Power BI, WebFocus, etc.)
  • Analyzes a variety of data sources to programmatically prepare, clean, and augment imperfect data (using techniques such as probabilistic matching, imputation of missing values, etc.) for use in complex business analytics.
  • Gathers, analyzes, and presents a wide range of financial data and reports findings, conveys complex financial concepts and conclusions to senior management. Translates results of analysis into actionable communications equipping business decision makers to make well-informed, data-driven decisions within DRR and across the corporation.
  • Develops and present in-person briefings and training classes to management, colleagues, and clients on data science, analytics, business intelligence, and reporting technologies and projects.
  • Participates in meetings with senior Corporation officials, representatives of other federal and state regulatory agencies, and representatives of financial institutions and private industry.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirement:

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

In addition to meeting the Basic Requirement above, applicants must also meet the minimum qualifications listed below to be considered:

Applicant must have completed at least one year of specialized experience equivalent to at least the CG/CG-12 grade level or above in the Federal service. Specialized experience is defined as 1) developing custom dashboards and reports using Tableau or WebFOCUS, 2) transforming and cleansing data from structured and unstructured data sets, and 3) writing database queries, analyzing data quality, and reconciling/validating results.

Additional information

Selectee(s) for this position will be required to report to their duty station office at least 1 day per pay period beginning January 2, 2024, and at their supervisor's direction to support mission and project needs. In person reporting requirements are expected to increase in July 2024.

  • Ability to capture business requirements through client consultations and transform them into consolidated data sets, visualizations, reports, dashboards, and presentations fulfilling business needs.
  • Ability to identify the methods, processes, algorithms, and tools to extract and interpret findings from structured and unstructured data sets.
  • Skill in executing machine-learning algorithms to manage data and perform analytics using analytic software and programming languages (e.g. SQL, Python, R, SAS, etc.).
  • Knowledge of analytics and business intelligence platforms as Tableau, Power BI, and/or WebFOCUS to develop data visualizations, reports, dashboards, and other deliverables.
  • Knowledge of computer programming to leverage the capabilities of mainstream languages such as SQL, Python, R, Java, C++/C#, VBA, and/or SAS to apply data manipulation and processing techniques.
  • Ability to extract data from databases and/or open data sources (e.g. CSV, XML, JSON, etc.) to create data sources for use in data analysis and visualizations.
  • Ability to develop and present reports and presentations to relate findings and recommendations.
