Job Description
JOB TITLE: Operations Supervisor, Ground-Based Electro-Optical Deep Space Surveillance System (GEODSS) Island of Maui, Hawaii.

JOB SUMMARY: Responsible for optical sensor operations and technical services support to meet the Space Domain Awareness (SDA) mission requirements of the Government customer. Provides leadership, guidance and direction to site employees supporting the SDA operation in various capacities. Develops and administers policies, procedures, and GEODSS operations instructions. Actively supports Government conferences, meetings, and performance reviews. Always maintains open communications with the Customer. Expedites continuous, uninterrupted mission operations during all climate, force protection and defense conditions. Monitors daily site activities to ensure all Performance Work Statement requirements are achieved. Validates and conducts training and development of site employees in accordance with the GEODSS Training Plan in conjunction with the project Knowledge/Training Manager to ensure personnel maintain technical competence. Supports Government customer evaluation /inspection teams, and exercises as required. Executes and administers BAE Systems policies and procedures within the limits of corporate and division policy.

PRIMARY DUTY RESPONSIBLITIES: Provide GEODSS operations, technical services, and operations support of equipment to meet sensor mission sustenance requirements on 24-hours-a-day, 7-days-a-week (24/7) basis. Interface with Space Force and other military, as well as other contractor personnel, to sustain day to day operations and testing activities.
  • Monitors daily site activities to ensure all Performance Work Statement (PWS) requirements are achieved.
  • Participate in Space Force exercises and inspections. Provide operational activity support to include development/updates of GEODSS Operation Tactics (TTPs) and Operations Procedures.
  • Conduct operational reporting on a 24-hours-a-day, 7-days- a-week (24/7) basis. Provide any reporting of operational activities specified by HHQ. Perform all Command and Control (C2) mission taskings and accomplish support requests. Ensure documentation of operations, security events, equipment status, authorized software changes, weather, shift changes, and any other significant events in an operations log.
  • Coordinate tasking and support requests from the 18th Space Defense Squadron (18 SDS), 19 SDS and/or the National Space Defense Center (NSDC). Oversee communication and collaboration with Combined Space Operations Center (CSpOC) and other external agencies regarding space catalog data, mission status coordination and reporting.
  • Administer training and development activities designed to ensure technical competency of Contractor personnel. Maintain individual training records for all personnel reflecting all training received on-site and off-site.
  • Attend and complete all required certification training.
  • Assist in development, implementation, and maintenance of a standardized GEODSS Operations Training Plan designed to ensure GEODSS Operators are technically competent/proficient and certified in GEODSS Operations.
  • Support development and deliverance of an Annual GEODSS Operator Re-Certification Plan. Conduct, manage, and document initial and monthly recurring training using a task-based approach, addressing all operations requirements. Maintain individual operations training records for each certified Operator. Utilize the GEODSS operations training plan to ensure GEODSS Operators are technically competent/proficient and certified in GEODSS Operations.
  • Coordinate with the GEODSS Space Force Service Cell (SFSPC/A5SM) to reserve/schedule required courses. Conduct monthly advanced training, using task and scenario-based approaches, addressing mission performance requirements.
  • Develop, update, maintain and implement GEODSS Operating Instructions (OIs) where other manuals and directives are not available or do not provide sufficient instructions. Respond to the direction of the COR in support of operational requirements.
  • Perform emergency actions, to include, but not limited to fire, bomb threats, accident, injury etc., as requested by the COR or directed by the Host Base or government emergency action coordinator (CMAFS) in support of real-world events.
  • Coordinate with all BAE Systems Employees to ensure timesheets are submitted, meet end of shift timeline requirements, follow all Union Collective Bargaining Agreement (CBA) policies, and are correct and approved as required.
  • Follow Union CBA stipulations and direction. Coordinate with Union officials regarding Union personnel challenges or issues. Keep BAE Systems leadership apprised of issues.
  • Submit Weekly Activity Reports to BAE Systems leadership summarizing (1) Manpower, Timekeeping and PTO status; (2) Visitors' and VIPs; (3) Mission Issues and Accomplishments; and (4) Miscellaneous Issues worthy of reporting.
SECONDARY DUTY RESPONSIBLITIES: Performs multiple additional tasks and other duties as assigned by project management.

Required Education, Experience, & Skills
EXPERIENCE: Management experience of technical personnel required. Must have excellent communication skills (writing, briefing, speaking) to address VIPs and dignitaries visiting the site. Experience with Unions and Collective Bargain Agreements desired. Five (5) years' Space Track Operations experience, scheduling, reporting, and managing is required or equivalent prior military or Government service is desired. Experience with Space Command sensor operations, radar or electro-optical sensors, and space surveillance operations or other sensor systems is highly needed. Experience in electronics and engineering is desired.

EDUCATION: Bachelor's degree (BS/BA). Relevant experience may substitute for some required education. Prerequisite experience may include C2 systems, Telemetry processing, Grounds Systems Configuration, Mission Planning, Anomaly Resolution and Range Operations.

LEVEL OF SECURITY CLEARANCE REQUIRED: TOP SECRET/SCI.
REMOTE LOCATION REQUIREMENTS: Employee must be able to work on the summit of Haleakala at 10,000 foot elevation.

Pay Information
Full-Time Salary Range: $126610 - $215270
