VDart is seeking an experienced Project Controls Analyst to join a critical energy project team. This role will manage reporting and compliance initiatives for prevailing wage requirements and federal labor regulations, supporting applicable Production Tax Credit (PTC) and Department of Energy (DOE) loan programs associated with the project.

Key Responsibilities:
- Ensure compliance with prevailing wage and labor standards across all project activities.
- Lead administration and monitoring of federal wage and labor regulations, including wage determinations, certified payroll reviews, and ongoing adherence checks.
- Manage third-party accounting consultants, ensuring quality of work, deliverable review, and coordination of compliance activities.
- Coordinate reporting and compliance activities for DOE loan programs and related federal obligations.
- Maintain comprehensive records of wage and labor compliance activities, audits, and corrective actions.
- Collaborate with contractors, subcontractors, consultants, and internal teams to ensure understanding and implementation of compliance requirements.
- Support compliance audits by federal agencies and other regulatory bodies.
- Identify and mitigate project compliance risks related to wage and labor standards.
Required Qualifications:
- Bachelor s degree in Finance, Accounting, Business Administration, or related field.
- Minimum 5 years of experience in project controls, compliance, or related areas.
- Strong knowledge of prevailing wage laws and federal labor requirements.
- Experience managing third-party consultants and service providers.
- Familiarity with federal tax credit programs (PTC preferred).
- Proficiency in project management software and reporting tools.
- Excellent analytical, problem-solving, and communication skills.
- Detail-oriented with strong organizational abilities.
Preferred Qualifications:
- Experience with nuclear power plant projects or the utility industry.
- Knowledge of DOE loan programs and requirements.
- Certification such as PSP (Project Controls Professional) or similar.
- Experience with large-scale infrastructure projects.
- Familiarity with federal contractor compliance requirements.
- Previous experience overseeing accounting or compliance consulting relationships.
