LTS is seeking a highly experienced Technical Architect/Strategist to support the Health Services Portfolio Technical Management and Strategic Solutioning Support (HTMS) program within the Department of Veterans Affairs (VA). This role is an opportunity to provide technical leadership and strategic direction for mission-critical healthcare IT systems that directly serve Veterans and healthcare providers.
As a trusted advisor, the Technical Architect will partner with VA leadership, sub-Product Line Managers, architects, business customers, and functional consultants to design solution blueprints that optimize current and future IT investments. The successful candidate will leverage deep knowledge of VA applications, toolsets, and processes to define forward-looking solutions that address evolving business challenges. This position is 100% remote.
The VA Health Portfolio is responsible for delivering high-quality IT projects and sustaining production software to advance healthcare information management. As part of the Enterprise Program Management Office (EPMO) Enterprise Program Management Division (EPMD), the Health PMO provides expertise in IT program management, technical leadership, financial management, functional planning, and documentation analysis to ensure mission success.

Key Responsibilities:
- Rapidly develop a holistic view of the VA s current IT architecture, business operations, modernization initiatives, and long-term strategies.
- Lead workflow analyses, technology assessments, and business case studies to inform sustainable architecture strategies.
- Define and document system design artifacts for current and future state applications, ensuring alignment with enterprise standards and mission objectives.
- Collaborate with internal and external stakeholders to define interfaces, data exchange mechanisms, and data structures.
- Translate high-level product development strategies into system requirements and guide engineering teams in defining detailed implementation approaches.
- Develop enterprise system architecture, interface definitions, operational concepts, and architectural guidelines for future system development.
- Serve as the primary author of technical architecture artifacts, establishing a baseline of expertise and reference for the program.
- Provide strategy and guidance for adopting new technologies and processes, updating roadmaps to align with enterprise vision and goals.
- Perform trade-off analyses of applications and propose optimized solutions.
- Build trusted advisory relationships across stakeholders, articulating technical perspectives with clarity and diplomacy.
- Document and communicate delivery of value proactively and insightfully.
Required Qualifications:
- Bachelor s degree in Engineering, Computer Science, Systems, Business, or related technical discipline (10 additional years of relevant experience may substitute for a degree).
- 15+ years of progressive experience in IT architecture and strategy.
- Proven expertise in the VA technology and application landscape.
- Demonstrated experience designing scalable, resilient, and responsive enterprise applications.
- Strong background in creating solution blueprints and defining future-state processes.
- Deep understanding of DevSecOps culture, processes, measures, and tools.
- Excellent interpersonal skills, with the ability to work independently and with minimal supervision.
- Proficiency with collaboration tools including Microsoft Teams, SharePoint, and Jira.
- Exceptional communication skills (written, verbal, and visual), with the ability to simplify complex concepts for diverse audiences.
- Demonstrated success in application architecture and remote team collaboration.
Preferred Skills:
- Experience supporting or leading within the VA Office of Information Technology, Veterans Benefits Administration (VBA), or Veterans Health Administration (VHA).
- Hands-on experience with VistA systems.
- Strong ability to coordinate and communicate effectively with internal and external project stakeholders.
