Job Description:
We are seeking a Senior Business Analyst to join a high-impact initiative for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) in Texas. This role involves leading advanced business analysis efforts for the WIC EBT transition, collaborating with IT and business stakeholders to analyze system requirements, drive UAT efforts, improve strategic systems, and support training and production enhancements.

Key Responsibilities:
* Analyze and troubleshoot complex system problems and provide actionable solutions.
* Develop training curricula and deliver formal sessions for system modules.
* Design, develop, and coordinate User Acceptance Testing (UAT) scenarios and test cases.
* Review and refine technical documentation, user instructions, and provide feedback to business leads.
* Evaluate complex project deliverables, including requirements and design documents, and coordinate with vendor partners.
* Analyze and resolve dual participation records in WIC systems.
* Collaborate with both state and local agency users to gather requirements and communicate feedback to stakeholders.
* Identify and escalate project risks and provide strategic mitigation plans.
* Ensure all deliverables and milestones are met on time with high quality.
* Maintain exceptional customer service by responding promptly to inquiries and proactively resolving issues.
* Guide team members and provide process clarifications.
* Participate in Agile ceremonies and review Sprint summary reports.

Minimum Requirements:
* 10+ years of professional experience in a Business Analyst or similar role.
* Proven ability to troubleshoot and resolve complex system issues.
* Experience in designing and conducting formal training for end users.
* Strong background in UAT planning, execution, and defect tracking.
* Demonstrated expertise in reviewing business and technical documentation.
* Experience working with cross-functional teams including architecture, project delivery, and application sustainment.
* Strong analytical skills to evaluate dual participation records and other critical business functions.
* Track record of delivering high-quality customer service.
* Excellent communication and interpersonal skills.

Preferred Qualifications:
* Prior experience with State WIC programs or WIC Local Agency operations.
* PMP or project management experience is a plus.
