Client is seeking a Business Process Engineer / Business Analyst to support Financial Systems Modernization (FSMOD) requirement to modernize its financial operations and reengineer key business processes to address inefficiencies and align with federal mandate to support specific financial and operational needs, ensuring compliance with the executive order to protect America's bank account.
Principle duties and essential functions:
Analyze business processes and identify process improvement opportunities:
- Analyze overall organization and background
- Evaluate and document as is processing (business flow, data, systems, influencing factors)
- Map and analyze as is processing applying the use of process improvement, reengineering methodologies, graphical interpretation (e.g., Visio)
- Design and present future state processing options
- Work with project to select desired future state process
- Design and document the future state process
- Work with project to implement the future state process
- As time allows and as required by project:
- Implement a modernized solution
- Develop communication strategy for future state process
- Develop change management activities to support the rollout of future state
- Monitor measure and refine the new process
- Understand business processes and interpret them to define functional and cross-functional requirements, analyze current as-is processes and conceptualize to-be requirements
- Strong analytical skills; ability to effectively analyze & resolve issues
- Develop detailed process maps and business process procedure documentation; Develop Standard Operating Procedures for business users
- Adhere to Enterprise Life Cycle (ELC) and project documentation and development standards; develop documentation in support of ELC requirements and project needs
- Together with Solution Architects, support the design of complex solutions including the implementation of business rules, mobile, online and handheld applications, technical solutions and integration between multiple systems
- Support activity and data modeling, development of modern business methods, identification of best practices, and creating and assessing performance measurements.
- Leverage group facilitation, user interviewing, user training, and additional forms of knowledge gathering and knowledge transfer
- Develop PowerPoint and Word briefings, documents and white papers
- Work with subject matter experts, architect, and business resources to define performance measures and collection methodology
- Support Business Process Reengineering capture of time and motion metrics
- Support transition of existing solutions and objectives to modernized processes through improved use of automated processes
Skills required
- 5-10 years analyzing and reengineering business processes into functional technology solutions (i.e. hands-on experience mapping business requirements, designing reengineered functional solutions and solving business process issues)
- Agile analysis and design experience
- Experience developing data diagrams and process flow charts
- Strong understanding of integration points required to develop complex solutions integrating multiple systems, including but not limited to, combining data from multiple sources, data analytics
- Innovative, thinks out of the box, up to date with new technology
- Experience with customer facing financial business processes and technology implementations
- Ability to obtain a security clearance; U.S. citizenship required
- Experience with DHS CBP is preferred
- Strong documentation and communication skills
- Team collaboration and effective communication skills
- Commitment to designing and delivering innovative and effective sollution timely
