Services Required:

  • PHAS is seeking a Programmer Level 3 to join the Community and Connected Care technical support team.
  • The selected candidate will support both steady-state operations and project-based initiatives.
  • Responsibilities include system operations, user support, third-party software upgrades, system enhancements, performance improvements, security upgrades, and participation in on-call rotation.

Key Deliverables:

  • Complete application release activities as assigned.
  • Deliver maintenance, support, and development activities (e.g., service requests, releases, incidents, and problems).
  • Resolve incident and problem management tasks.
  • Update team knowledge bases and documentation, as required.
  • Provide operational support as part of a scheduled team on-call rotation.
  • Perform additional duties such as participation in team scrums and documentation updates.
  • Sign a non-disclosure agreement and complete Department Privacy Training before starting the assignment.

Mandatory Requirements:

  • A University degree in Computer Science or a related discipline is preferred. Equivalent education and experience will be considered.
  • Minimum 15 years of experience in Information Management/Information Technology (IM/IT).
  • Minimum 10 years of experience as a Senior Programmer in programming and analysis.
  • Excellent verbal and written communication skills in English.
  • Proposals that do not clearly demonstrate the candidate's ability to meet these mandatory requirements will be disqualified.

Scored Requirements:

  • Minimum 2 years of experience working with Provincial Health Care and Electronic Health Records (EHR) applications.
  • Over 10 years of experience developing, documenting, coding, testing, and implementing technical solutions based on business requirements.
  • Minimum 2 years of experience with integration engines, such as Rhapsody.
  • Over 10 years of experience working with Oracle and SQL Server.
  • Minimum 5 years of experience with PowerShell scripting.
  • Minimum 5 years of experience using Microsoft SQL Server Reporting Services (SSRS).
  • Minimum 1 year of experience working with Enterprise Master Patient Index (EMPI) tools such as Initiate or Infosphere.
  • Minimum 5 years of hands-on experience with .NET development.
