Job Details

The NC Department of Health and Human Services (DHHS) is seeking a short-term (approx. 12 month) Sr. Specialist for a critical project to co develop an incident reporting application/information system ("Solution") on the SimpliGov platform.

NCDHHS ITD is seeking a Sr. Specialist for a critical project to replace an on-premises custom-built solution to a new web-based incident reporting application/information system on the SimpliGov platform.

KNOWLEDGE, SKILLS AND ABILITIES /COMPETENCIES

Experience configuring and building complex workflow automation applications using low-code-no-code platforms.

Experience developing custom objects, workflows, validation & business rules, and trigger notifications.

Any System Administrator, Developer, certifications experience is preferred.

Understandingof Software Development Lifecycle (SDLC) concepts and process

Experiencewith Microsoft Office Suite (MS Word, EXCEL, PowerPoint, Visio), MicrosoftPower BI and Microsoft Project

Experiencecreating dashboards and reports

Experiencewith integration tools such as Boomi

Experiencewith data conversion

Experienceor working knowledge of managing and maintaining Active Directory integrationsand importing users and associated AD attributes along with SSO integrations.

Experiencewith SharePoint end user experience, sites, libraries, lists and groups

Must have previous experience in working with State/Government ecosystems preferably in Healthcare/Mental Health/Medicare & Medicaid environments and have worked on projects with tight deadlines and not-to-exceed budgets.

Must have strong familiarity with agile methodology, tools, and frameworks, i.e., Scrum, Kanban

Participate in and own SCRUM ceremonies along with the Project Manager and Business Analyst.

Experience with software implementation projects and with Cloud technologies

Ability to evaluate existing small-scale .NETapplications (C#, VB.NET), understand their business processes, and determine the most suitable modernization platform and rewrite them into modern platforms such as SimpliGov, Power Apps, ServiceNow, or Salesforce.

Strong skills in reverse-engineering legacy applications to capture requirements, workflows, and user needs before redesign.

Experience moving on-prem SQL Server databases to Azure Cloud, including schema migration, ETL, and validation.

Migrating SAS/Access-based reports into Power BI for automation and interactive dashboards.

Familiarity with Azure Data Factory, Azure SQLDatabase, Synapse Analytics, and Blob Storage

RESPONSIBILITIES

The experienced developer will work on application development, integration development and maintenance of the application.

This individual will collaborate with stakeholders and other Agile team members to develop reliable, secure configuration from inception to completion, ensuring alignment with organizational goals

Provide support and troubleshooting for ongoing development issues reported by users during testing.

The resource will test finished incremental components and provide feedback to the vendor.

Regularly monitor the SimpliGov environment to ensure system health, uptime, and performance

Assisting in performing functional and integrated testing

Preparing and maintaining project documentation and artifacts including analysis, reports, and user documentation

Assess and re-engineer small-scale .NET applications into Power Apps, ServiceNow, Salesforce or SimpliGov ensuring business logic is preserved and optimized.

Execute SQL Server Azure Cloud migrations, ensuring data integrity and performance.

Prepare and maintain project artifacts, reports, and user documentation

Contractor will perform other project related work as required under Project and Portfolio Manager's direction.
