Description

SAIC is seeking a Chief Engineer to join our diverse Positioning, Navigation, and Timing (PNT) Systems Engineering and Integration (SE&I) team in Colorado Springs, CO or El Segundo, CA. The qualified applicant will be named as a key personnel on SAIC's PNT SE&I senior leadership team. The successful candidate will collaborate and communicate with the SE&I leadership team to ensure SE&I processes and products are delivered for all PNT systems engineering and integration engineering areas of responsibility.

The PNT SE&I Team provides Space Systems Command (SSC) specialized engineering, analysis, planning and execution in support of Global Positioning System (GPS) Programs of Record (PoRs) and the PNT Enterprise. This includes:
  • Develop operational and capabilities-based requirements and architectures
  • Manage PNT Enterprise Technical Baseline in accordance with documented process plan
  • System Engineering for PNT Enterprise and Space, Control and User Segments
  • Plan, execute and track Enterprise, Integrated System, Developmental and Cybersecurity Test, Evaluation and Verification
  • Develop Enterprise Roadmaps and Schedule Views for system and capability delivery
  • Manage GPS Enterprise and Space, Control and User Segment Risks
  • Support Sustainment of currently fielded GPS systems
  • Support Transition to Operations for future GPS systems


Major duties of the position include:
  • Provide innovative internal and external technical leadership, collaboration across all stakeholders, and effective communication to meet customer and program requirements
  • Maintain cognizance of relevant technical issues and concerns, elevate to SE&I and government leadership appropriately and provide resolution recommendations
  • Coordinate and lead the resolution of enterprise level technical issues; engage with appropriate government and SE&I teams, and ensure PoR and technical baseline updates and corrections are tracked and accomplished
  • Conduct development product technical assessments to ensure solutions are integrated and effectively meet customer needs prior to program delivery
  • Manage and review the SE&I team execution required to meet or exceed performance work statement (PWS) requirements for technical, schedule, cost, and quality performance; perform hiring, work management, and performance assessments
  • Support improvement and innovation for process execution, data and tool utilization, enterprise/system architecture updates and improvements
  • Identify opportunities to leverage corporate staff, teammates, processes or tools and ensure the proper collection of metrics to measure execution effectiveness

Qualifications

Requirements:
  • BS, and MS or MBA with 12+ years of engineering experience
  • Active TS
  • Demonstrated leadership skills in the Aerospace or DoD working across space, ground segment organizations to coordinate and identify system integration requirements that ensure end-to-end mission performance requirements are met
  • Experience serving as a team, project, or program manager on performance-based contracts for the U.S. Government, experience developing cost and schedule deliverables and managing to baseline costs and schedules to include the identification and management of risks, demonstrated experience working with Air Force/DoD customers in an acquisition environment, with space and/or ground systems
  • Experience writing and delivering documents and briefings, demonstrated interpersonal skills to enable working, interfacing, and interrelating with diverse personnel and dynamic teams
  • Previous experience working within PNT/GPS

  • 16+ Years of demonstrated technical engineering and management/leadership experience
  • PNT/GPS mission and/or systems knowledge and experience
  • DoD or NRO programs space and ground systems engineering
  • Model-Based and/or Software engineering systems practices
  • Active TS/SCI

Target salary range: $175,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
