Project Overview:

Innosoft is the prime contractor for MD THINK, supporting the management, design, development, testing, and implementation of this strategic Information Technology (IT) program. Maryland Benefits is seeking an agile development resource team with the required skill sets to build and/or maintain the Maryland Benefits infrastructure/platform, applications development, data repositories, reports and dashboards, and support activities related to network services and system operations.

The Eligibility & Enrollment (E&E) Quality Control (QC) & Management Evaluation Team is responsible for ensuring the accuracy, compliance, and performance of the E&E System. The team oversees the development, maintenance, and enhancement of the QC Module within the E&E system, which monitors eligibility determinations, application processing, and case management to minimize errors and ensure regulatory compliance.


Duties/Responsibilities:

The Quality Assurance Consultant provides quality management for information systems using the standard methodologies, techniques, and metrics for assuring product quality and key activities in quality management. This individual is responsible for performing the following tasks:

  • Establishing capable processes, monitoring and control of critical processes and product mechanisms for feedback of performance, implementing effective root cause analysis and corrective action system, and continuous process improvement;
  • Providing strategic quality plans in targeted areas of the organization;
  • Providing QA strategies to ensure continuous production of products consistent with established industry standards, government regulations, and customer requirements; and
  • Developing and implementing life cycle and QA methodologies, and educating and implementing QA metrics.
  • Resource will develop and document test cases, testing plans, and procedures in an agile environment.
  • Resource will design and execute IT software tests and evaluate results to ensure compliance with applicable regulations.
  • Resource will design and prepare all needed test data. Will also review test results and evaluate for conformance to design.
  • Develop and maintain automated regression and integration test plans for validation.
  • The resource will communicate test results and feedback with development teams.
  • Perform database queries to identify and validate test data.
  • Database testing using SQL queries.
  • Assist with data setup for test automation and perform validation of test results.
  • Review data flow across multiple systems.
  • Report and track defects and work closely with Developers in defect resolution.
  • Analyze the resolution of software defects to serve as input to plans for retesting.

Requirements

Education:

This position requires a Bachelor?s degree from an accredited college or university in Engineering, Computer Science, Information Systems, or a related discipline.


General Experience:

The proposed candidate must have at least eight (8) years of information systems quality assurance experience.


Specialized Experience:

The proposed candidate must have at least five (5) years of experience working with statistical methods and quality standards. This individual must have a working QA/process knowledge, and possess superior written and verbal communication skills.

  • 6 years of experience as an analyst/tester on software projects in supporting requirement analysis, application test script development, and execution.
  • 4 years of experience in mapping the business and technical requirements into test cases and generating test scripts.
  • 4 years of practical experience in using relational databases and generating SQL scripts is required.
  • Strong ability to communicate effectively with technical and non-technical teams and users.
  • Should be able to triage change requests, incidents during all phases of design, development, testing, and training.
  • Practical knowledge in manual and automated testing, 508 compliance, performance, UAT, Unit, regression, and integration testing.
  • Experience with automated testing and automated testing tools.
  • Experience in testing Web applications and mobile applications in a cross-platform and browser environment.
  • Should be able to triage change requests, incidents during all phases of design, development, testing, and training.
