Duties

Help

  • You will develop, manage, and communicate the multi-year Solution Roadmap and Backlog, aligning strategic Epics to tactical execution for all major NEN initiatives (e.g., Flank Speed, Nautilus, NMCI, Zero Trust).
  • You will lead, mentor, and supervise a team of 7+ Agile Release Train (ART) Product Managers, fostering a culture of empowerment, servant leadership, psychological safety, and delegated authority.
  • You will serve as the primary content authority for the Solution Train, working with LPM stakeholders and your Product Managers to groom and prioritize the solution backlog.
  • You will brief and inform the NEN Director and flag officers / senior executives on program status, strategic trade-offs, and critical delivery milestones.
  • You will serve as a key member of the Solution Train leadership triad (focused on the "what"), working in a daily, seamless partnership with your peers, the Solution Train Architect (the "how") and Solution Train Engineer (the "how well").
  • You will integrate and coordinate all business and financial operations, including spend plan execution, procurement planning, and cost estimation, to ensure maximum economic value for the mission.
  • You will champion a culture that blends data-driven performance management (rigorous agile board tracking) with a foundation of continuous improvement and psychological safety.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Specialized Experience is defined as experience that has equipped you with the following Knowledge, Skills, and Abilities (KSAs):

1. Executive-Level Product Management: Demonstrated experience in product management for large-scale IT programs (>$100M/year), including developing and managing multi-year product roadmaps, backlogs, and value streams in an agile environment.

2. Agile Leadership and Supervision: Skill in supervising senior civilian employees or military personnel, including mentoring, performance management, and applying servant-leadership principles to remove blockers and foster a culture of delegated authority.

3. Senior-Level Stakeholder Communication: Ability to communicate, negotiate, and present complex technical and programmatic information to senior executive leaders (e.g., General Officers, Flag Officers, or Senior Executive Service) to align diverse stakeholder groups.

4. DoD Business and Financial Acumen: Knowledge of DoD/DON business operations, including financial management (spend plans), cost estimation, and acquisition processes (e.g., Software Acquisition Pathway, FAR/non-FAR vehicles).

5. Scaled Agile Expertise: Expertise in scaling agile methodologies (such as SAFe), including managing a "team of teams" and coordinating with technical (Architect) and process (Engineer) counterparts to deliver value.

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Overseeing defense technology trends and/or naval operational needs to inform solution development and ensure strategic advantage to meet stakeholder and user needs.

Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.

As the Solution Manager for the Naval Enterprise Networks (NEN), you will serve as the senior product and value delivery leader for the Navy's largest and most complex digital modernization portfolio. This $1B+ annual program, known as the "Digital Express" Solution Train, delivers all Unclassified, CUI, and Secret enterprise capabilities (including Flank Speed and Nautilus) to over 525,000 users worldwide.

You will be responsible for defining the "what" and "why" for this massive agile organization, translating strategic goals from senior Navy leadership into a unified solution backlog and multi-year product roadmap.

You will report directly to the NEN Director and will directly supervise a team of 7+ senior ART Product Managers (GS-14/15 equivalent).
