Position Summary:
Our customer is hiring a highly organized and results-driven Program Manager (Product Owner) to lead GIS product initiatives as part of a multi-year platform modernization project. This individual will serve as the central bridge between business stakeholders and the technical team, ensuring the new GIS platform supports the evolving needs of economic and community development initiatives.
Key Responsibilities:
Serve as primary liaison between business units, technical teams, and external stakeholders.
Own the product roadmap, prioritize backlogs, and define acceptance criteria for platform features.
Facilitate requirements gathering, stakeholder interviews, and use case documentation.
Manage development of GIS enhancements including:
o A new site selection tool
o Integration with cloud platforms (e.g., AWS, Azure)
Coordinate timelines, dependencies, and resource alignment across multiple project streams.
Lead weekly status meetings, generate project plans, and create risk mitigation strategies.
Maintain process documentation, user stories, workflows, and functional specifications.
Deliver status reports, budget burndown charts, and compliance reports on a defined cadence.
Qualifications:
5+ years of Program Management or Product Ownership experience, ideally in GIS or related fields.
Proven experience managing technical teams, vendors, and stakeholders in a matrixed environment.
In-depth understanding of Agile, Scrum, and/or hybrid project methodologies.
Experience integrating cloud technologies with business systems.
Familiarity with economic development data, mapping tools, and location intelligence solutions is a plus.
Tools & Technologies:
Jira, Confluence, MS Project, or equivalent tools
Esri ArcGIS (or other GIS platforms)
Power BI, Tableau (for dashboards/reporting)
Agile toolkits, MS Teams, Miro, Figma
Pay and Benefits
The pay range for this position is $40.00 - $60.00/hr.
