Role Overview

  • The Senior Business Systems Analyst (Sr. BSA) will support the Client’s enterprise IT modernization initiatives, public-safety technologies, and mission-critical systems.
  • This role focuses on enterprise requirements development, process analysis, and system modernization supporting 911 / 311 operations and core IT environments.
  • The analyst will act as a senior-level consultant, collaborating with technical teams, operational stakeholders, and partner agencies to deliver scalable, efficient, and high-availability solutions.

Key Responsibilities

Requirements & Analysis

  • Lead enterprise-level requirements elicitation sessions to gather detailed business, functional, and operational requirements.
  • Formulate and define system scope, objectives, and requirements based on user needs and a comprehensive understanding of business systems.
  • Analyze existing workflows, business processes, and system configurations to identify improvement and modernization opportunities.
  • Translate complex business and operational requirements into clear, actionable technical specifications for IT teams.
  • Conduct impact assessments to evaluate the effects of system changes on users, workflows, and integrated systems.

Process Improvement & Documentation

  • Develop and maintain business process models, use cases, workflow diagrams, and functional documentation.
  • Devise or modify procedures to solve complex business and system challenges while considering system limitations and desired outcomes.
  • Support enterprise process redesign and workflow optimization initiatives.
  • Assist in the development of standardized tools, templates, documentation frameworks, and best practices.

System Evaluation & Modernization

  • Evaluate system capabilities, performance metrics, and user feedback to recommend enhancements or process modifications.
  • Support system modernization efforts across multiple platforms, including high-availability and public-safety systems.
  • Collaborate with technical teams to ensure solutions align with operational needs and long-term modernization goals.

Testing & Quality Assurance

  • Support testing efforts including test strategy development, test plan creation, and detailed test case documentation.
  • Coordinate and support User Acceptance Testing (UAT) activities and defect tracking.
  • Perform data validation, data mapping, and data quality reviews to ensure accuracy and consistency across systems.

Stakeholder & Project Coordination

  • Serve as a liaison between business users, IT teams, and cross-functional stakeholders.
  • Provide consultation and guidance on complex initiatives as a senior-level systems analysis specialist.
  • Coordinate multi-stakeholder activities to ensure alignment between technical solutions and operational objectives.
  • Support change management efforts including training materials, stakeholder communications, and workflow transition support.

Reporting & Leadership Support

  • Prepare executive-level reports, presentations, dashboards, and recommendations.
  • Communicate analysis findings, risks, and project outcomes to leadership and decision-makers.
  • Support leadership with data-driven insights to guide strategic and operational decisions.

Required Qualifications

  • Bachelor’s degree in Information Technology or a related field, or equivalent professional experience
    OR
  • Current Project Management Professional (PMP) Certification
