Universal Services is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services.

Position Overview:

This is a senior level lead position that designs, develops and support GIS solutions across multiple departments that service Harris County. The ideal candidate will have excellent verbal and written communication skills and a strong background in geospatial technologies, data integration and enterprise architecture. Strong customer service and collaboration skills are required.
Job Responsibilities:

• Lead the design and implementation to support scalable, secure Cloud and On-premises GIS solutions in collaboration with vendors, customers, cybersecurity, networking, infrastructure team and developers.
• Leads the design and support of integrating GIS solutions with ServiceNow, OpenGov, custom applications, real-time sensors and field data collection tools.
• Leads and executes hands-on support for Cloud and On-Premises GIS systems, including database administration, server patching, and updates to imagery and geospatial data.
• Coordinates and delivers excellent customer support for multiple departments including Elections, Flood Control, Public Health, Engineering, Community Development, Commissioner Precincts, Public Safety, Harris County Toll Road Authority and Office of Emergency Management.
• On-site GIS support at Emergency Operations Center during storms/disasters as needed.

Requirements
Education:

• A BA/BS in Geographic Information Systems (GIS), Information Systems, Management of Information Systems, or Computer Science is required.

Experience:

• At least (2) years' experience in a team lead position.
• At least five (5) years' experience in geospatial data collection, spatial analysis, GIS data conversion and maintenance, and cartography.
• Experience taking conceptual ideas to finished product.
• Must have hands-on experience with ESRI toolset including ArcGIS Server, ArcGIS Online, Dashboards, Address Locators and ArcGIS Pro.
