Focus of the Role: IRS Safeguards Review Readiness
This position is primarily responsible for ensuring the agency's technical and administrative compliance with IRS Publication 1075 in preparation for an upcoming IRS Safeguards Review. The analyst will act as a project lead, coordinating and advising on all readiness activities.
Daily Duties & Responsibilities
- IRS Publication 1075 Compliance: Serve as the subject matter expert on IRS Publication 1075 (Rev. 11-2021) compliance.
- Review & Advice: Review the Agency's System Security Reports (SSR), System Security Plans (SSPs), and Security & Systems Assessments (SSAs) for Pub 1075 compliance. Provide expert advice on the effectiveness of Corrective Action Plans (CAPs) implementations.
- SCSEM Expertise: Identify relevant IRS SCSEMs (Safeguards Computer Security Evaluation Matrices), evaluate agency compliance, and provide technical advice for remediation.
- Project Coordination: Coordinate and plan all Safeguard Review preparation, reporting, and communication using established project management methods.
- Post-Review: Coordinate and assist with follow-up, including the development of new CAPs to resolve findings.
- Solution Consultation: Provide expert opinion and research for proposed technical solutions to bring agency applications and IT infrastructure into compliance with Pub 1075.
Required Skills (5+ Years)
- Expert-level security analyst skills and experience (5+ years).
- Direct participation in preparation for at least one IRS Safeguard Review at a state agency (3+ years).
- IRS SCSEM technical expertise and experience.
- In-depth experience with IRS Publication 1075 (3+ years).
- Strong ability to communicate effectively (oral and written) with technical staff, stakeholders (State and Federal), and executives.
- Proficiency with MS Office, SharePoint, and Microsoft Teams.
- Knowledge of industry security standards (e.g., ISO, IEEE).
Preferred Experience
- Experience related to Child Support Enforcement System design, development, or knowledge of the CSE program's mission.
- Experience with Federal or State Regulatory Compliance (e.g., FISMA, NIST) related to data security and audit readiness.
- Demonstrated ability to develop and maintain technical documentation for audits and security assessments.
